(3/5/2010 Emma McArdle -RE: South sit Center Neighborhood Meeting Page 2-
south depot property as the boundary goes right to the bus way and any property after the bus way is
controlled by the RR. Should light, sound and smells become an issue there will be no way to remediate
it at the city level. We will be a the mercy of the RR and we all know THAT is not a good place to be.
4) As it was explained at the meeting an additional light will be placed on College Ave South of Pizza
Hut adding yet again more wait times and more congestion to the Harmony / College intersection
quadrant.
Other items or alternatives I would have like to hear about
1) Given that this proposed area is not central to ANY pedestrian destination activity IE shopping,
schools, restaurants , is this really the best location? Wouldn't FRCC or a location further south near the
city and county services of Mental Health (Laramie Center for Mental Health at College and Saturn) or
Vocational Therapy ( Foothills Gateway at College and Timberline) be better suited for this site?
2) Doesn't Fort Collins Extend South of Trilby anyway? Why wouldn't FTC use the south depot to
service that part as well? Wouldn't this help develop South College Ave with more premiere shopping and
then increase a falling sale tax base.
3) Has any exploration been given to consider the Long View Business Park where Wal-Mart is
located. Perhaps given the additional shoppers it would bring, Wal-Mart would consider a joint funding
program. This area is far more conducive to parking, traffic and high volume ingress and egress as well.
4) Given that there is already a BUS DEPOT Located on Trilby, wouldn't our tax dollars be better spent
modifying IT to be the actual south termination location. Buses could leave there and traverse college as
they do today until they arrived to the mason entrance and then proceed down the corridor. There would
be virtually NO unbillable time for that route. (How.much would that save over the years?) In that situation
as the busses would continually be in use. Normal traffic patterns would continue, there would be no new
intersection construction need (at Mason and Harmony).
5) Given the non urban and remote area of the proposed south depot (meaning not located in an large
public destination area that is well lit, patrolled regularly by police and surveyed by a general pedestrian
population) coupled with the unfortunate fact that public transportation allows the homeless or transient
community access to larger areas of the city... how will we prevent transient persons from gaining ease of
access to the adjacent open space and back acreage of some of the larger lots in the area from being
used as camp grounds or settlements? Essentially the proposed location for the south depot puts this
population with great ease to these areas and puts them at risk for loosing access to valuable public
services should they end up camping in this area or worse along the dangerous adjacent RR tracks.
Thank you for reviewing my opinions. Please, let's work together to find a amiable and democratic
answer to this need. I believe FTC needs the Mason Street Corridor, I am sure our community can find
an answer that everyone will enable everyone to enjoy the south depot. I just want us all to have a voice
in how it might happen so that we may all find a win win.
Cheers -E

Thank you Emma. Look forward to working with you in the future
"The following is simply my opinion. Please, explore this issue and learn more on your own. Certainly call
me•if you like but I hope to see you at any of the upcoming hearings regarding this matter"
Hi all,
Diane and I attended the South Transit Center Neighborhood meeting in December and indeed as you
can see'by the notes Emma was so kind enough to compile for us, there are a number of large issues and
unanswered questions in my opinion. I feel compelled to say as a property investor here in our fair city I
am certainly pro public transportation and pro city growth. In fact; I love the Mason Street concept;
however, as it pertains to south end depot- I have some concerns. Frankly'stated, it'seems•as if we are
stuffing it into a postage stamp size lot constrained by bike paths, RR Tracks, general College Ave
congestion and the dreaded "RR Track / Bike Path/ Triple stop light intersection at Harmony and Mason
gauntlet" that we Crest Road Residents and FRCC attendees face every day.... And I am confused as to
why.
Their reasoning on selection of this site is not sufficient in my opinion. As stated it's simply because they
have owned this parcel for ten years and it's ripe for development. What concerns me the most is that as
it stands, the city is explaining that within view of most of our(Cre'st Street Residents) front and back -
doors you will see the new South Transit Center Depot with ease: You will'also ;'hear and smell busses
coming and going from dawn until midnight and you will have to'live with many negative peripheral impacts
that may come with it as well. Personally, I don't feel there has been enough study into the
environmental impact this will have'to us and our neighbors. Moreover, I feel the current site as it's
configured is far too limiting to allow for any remediation or improvements should it be deemed to have
negative impacts to the residential areas nearby.'
More specifically I don't believe I have heard enough about the consideration and impact to the enjoyment
of our homes as it relates to the following:
1) Ingress and egress onto Crest Road as traffic will pile up when stop lights allow busses to cross
harmony in addition to the already congested, Mason Street Crossing, Train Access, College Road
Congestion and Bike Traffic using the same intersection.
2) Additional traffic congestion at the Harmony and College — Additional proposed stop lights or stop
light modification will mean longer wait times to get through this complex intersection of Mason and then
on to College. This will inevitably spill back to harmony road and'add traffic delays, noise, site and carbon
pollution as well as hinder the quality of quiet enjoyment"of our`properties.
3) As proposed, the city won't be able to build or add additional buffer material on the west side of the
