Comment: (Citizen) The west side of the property does not have room for future trees besides those on the Rail Road's property. What will happen if these are removed someday? Why is the bus drive so close to the property line? Answer: (Applicant/Staff) The applicant has no control over the Rail Road's trees. This development will need to meet the landscaping and buffering standards in the Land Use Code. 38. Question: (Citizen) What happens if this outgrows the parking lot provided? Answer: (Applicant) The parking is based on projections for long term growth. 39. Question: (Citizen) Is there any potential to buy property on the west side of the Rail Road tracks for buffering? Answer: -(Applicant) That is not in our current plans. 40. Question: (Citizen) Was the Wal-Mart location considered when this site was selected? Answer: (Applicant) Though funding has been voted down, the City would still like to pursue this expansion to the Rapid Transit system. Funding is through grants. 20. Answer: (Applicant) Besides the one at the public hearing, no there will not be,for this specific site. 23. Question: (Citizen) What is the decision based upon? Answer: (Applicant) The City has development standards in the Land Use Code and LCUASS that are applicable for all development within the City, these standards will apply to this proposal. 24. Question: (Citizen) Neighbors have concerns about the noise,. light and visual conflicts this project may impose on the neighborhood? Answer: (Applicant) The applicant acknowledges this.and hopes to produce a project that -is accepted by the neighbors. 25. Question: (Citizen) Are there lighting standards? Answer: (Applicant) Yes, the LUC has lighting standards that will apply to this project. This project also hopes to meet LEED standards for lighting, which are even stricter than the City's standards. 26.Question: (Citizen) What about car light spillage? Answer: (Applicant) The LUC landscaping standards are intended to minimize the impact of car lights on surrounding development. 27. Comment: (Citizen) What about the other lighting in the area, they don't face downward to limit their spillage off there site. Answer: (Staff) The development that is being referred to is pre the City's LUC and most likely developed under old standards in the County. 28. Question: (Citizen) Can we access the site to see it? Question: (Citizen) Are there buffering standards? Answer: (Applicant) Yes, the City's Land Use Code (LUC) requires buffering between incompatible uses as well as landscaping to buffer parking lots and drive ways. 8. Question: (Citizen) Will the buses be diesel engines? Answer: (Applicant) By the time this facility opens the entire fleet is expected to be natural gas powered. 9. Question: (Citizen) What is the expected timeline? Answer: (Applicant) We anticipate submitting for development review by the City in early spring 2010, breaking ground the summer of 2011 and begin operations the summer of 2012. 10. Comment: (Citizen) Why not use another site to the south? Answer: (Applicant) This site was available and fit our needs. 11. Question: (Citizen) This site seems tight for the use, specifically the size and a site further south seems more appropriate. Answer: (Applicant) There was an access control plan that this project must comply with and this site is expected to be sufficient in size and the Transportation Impact Study will be done to ensure that this site and the surrounding transportation system can accommodate this use. It is expected that a traffic light will added at Fairway and College. 12. Question: (Citizen) Where will the bus enter? Answer: (Applicant) Buses will enter off of the Mason Extension off of Harmony Road and off of Fairway. 13. Question: (Citizen) How often will buses cross Harmony? Answer: (Applicant) During the highest frequency (peak) there will be buses crossing every 10 minutes, buses will be treated no different than any other vehicle crossing Harmony. 14. Question: (Citizen) When will there be other meetings regarding the Mason Street Corridor? Spradley Barr dealership (northwest of West, Fairway Lane and Fossil Boulevard). The proposal includes a 150-.250 space parking lot for a "park-n-ride" lot, 10-12 bus bays and a 2500-4000 square foot building. The 4.2 acre site is in the Commercial (C) Zone District. Question: (Citizen) Is this a proposed site or has it been decided this will be the official site? Answer: (Applicant) This site was purchased for this use 2. Question: (Citizen) If neighbors don't want this use in this location can it be changed? Answer: (Applicant) This proposal will go through the required development review process, and public hearing; neighbors will be notified of the public hearing and are encouraged to attend to share their opinion. The applicant is expecting to go forward with this proposal on this site though. 3. Question: (Citizen) Have there been studies done on sound and air quality? Answer: (Applicant/Staff) Yes. 4.
