This Bus Depot WILL be in your site, hearing and smell range. The plan as they have laid it out appears to have little thought in providing insurance we will have "quiet enjoyment" of our property and homes. There is no FORMAL barrier between us and the bus depot There is no assurance they can control light, sounds; fumes and general visual activity of busses running until midnight everyday The plan seems dangerous, as I understand the Road Path for this terminal will actually CROSS OVER the bike path. This plan now provides for connections to other busses such as private bus companies, taxis and other Traffic ... not just the "quiet natural gas buses" they explained it would be originally. This plan deposits hundreds of foot traffic people in an area where there is not a lot a foot traffic destinations... WHY? Isn't there so many other location further south that make more sense to be a SOUTH depot anyway? FRANKLY ... The plan for this terminal seems to be SQUEEZED into a lot TOO small and oriented in such a way that it will be intrusive to our lives here in our homes and obstructive to our egress of the street we live on. If this is the ONLY property on which FTC can put this south end DEPOT, so be it... BUT There needs to be some concession and awareness of the city about our concerns. Only YOU can air those concerns and or make further inquiries. The decision to move forward is DAYS away. Please forward this to others and bring a unified voice of concern or we will be at the mercy of planners who have no idea how special our neighborhood is today and how important it is to preserve our way of living. Thanks Diane. Those of you that know me, know I call it as I see it. In a nut shell here is what you as resident should consider. Do want headlights shining into your bedroom each night while you try to sleep as buses circle and turn around? Do you want to smell the fumes of GREY HOUND or OTHER private busses every time you leave the house? Do you want to hear loud speaker announcements everyday about bus departures? Do you want it to take more than 8 minutes from the time you leave the street to be able to cross college avenue on harmony? Do you want to have to watch for bus traffic on a path our tax dollars pay for to be BIKE and RUNNING trails? 11/23/2010 • Page 5 of 8 This application has been processed in accordance with the standards of the Land Use Code (LUC), I urge you to take a look at Division 2.2 of the LUC, if you have questions about this process or feel free to contact me. The LUC is available on the Development Review webpage. Pete Wray will make a decision based on the staff report submitted to him, the applicant's presentation and public comments that were submitted with the staff report and made at the hearing. The emails you and others sent after the neighborhood meeting were included in the information Mr. Wray was given to review for this project. As Mr. Wray mentioned, he has 10 business days to make a written decision. There is a 10 business day appeal period that begins once his decision is made. Please see Chapter 2, Article II, Division 3 of the City Code for more information on this. Feel free to contact me with any questions. I could not attend the meeting but still want and deserve to be heard. I hope there is some clause in the City Code you kept quoting that makes allowances for those who could not be at the public meeting but are still concerned. In addition, I wrote our HOA to inform them of the depot. Although you'd like to think the depot only effects those within 800 feet, I submit that the noise, smell, and lights from the depot will affect our entire neighborhood and surrounding neighborhoods as well. All, not just owners within 800 feet, should have been informed that the City plans on bringing the buses in/out on Mason. It's an ill conceived plan that will put pedestrian/bikers on the trail at risk (because buses will be crossing the trail) and will further congest the Harmony Mason/College intersections making getting through that stretch of road miserable. If this is a done deal as you indicate, I hope the City will try and mitigate some of our concerns. It makes more sense to me for buses to go in/out on Fairway - especially since a new street light is proposed at College and Fairway. There should be a better barrier (not a few deciduous trees) between the depot and our neighborhood that will truly reduce noise, smell, lights, and foot traffic into our neighborhood. Does the depot really need to be open until 12am with buses running and loud speaker announcements blasting? Maybe it could close at 10pm instead (or at least on week nights) to respect residential neighbors who are trying to sleep. Finally, if transient and or criminal activity increases in our area due to the depot, the City should promise to up the the police presence to protect our neighborhood and the elementary school children that go to school within our neighborhood. If my concerns will not be considered at this time, please let me know when the 10-day appeal begins so that I may be heard and included in the process. In checking our records you were notified of the hearing pursuant the code requirements of notification of property owners within 800' of the project site. I understand your frustration, but I would have been available to take your comments at anytime prior to the hearing and then they would have been taken into account for the decision. At this point, I will send you the decision report, though we typically only send it to attendants of the hearing. Then you will have the opportunity to appeal said decision if you so choose. The applicants have been made aware of the public concern regarding buffering, they are willing to add some evergreen trees in addition to the canopy shade trees currently proposed along the west end of the site. I encourage you, and anyone that is interested, to come in and see the plan for yourself, as it seems that there are many misconceptions about the details of this proposal. I am happy to go over the plans with anyone who is interested, please feel free to stop by or set up an appointment with me to do so. I did get the announcement indicating there was a public meeting, but no where on the notice did it say it was my one and only chance to comment during this phase of the process. Nor did it say I should express my concerns prior to the meeting if I couldn't attend but still wanted to comment. As you said, I thought it was more of a general meeting to inform people and was completely surprised that my concerns would not be considered after the meeting. Even though the period for comments is closed I would still like to voice a concern I have that I am going to address to the city's roads, traffic and safety office as well as my councilman and the mayor's office. After just spending millions of dollars this past couple of years to widen Harmony Road to accommodate the ever increasing number of cars that use this thoroughfare I find it difficult to believe that the unavoidable congestion that will be created by this plan is acceptable. Once this goes into effect there will be lights and Harmony and College the immediately after that Harmony and Mason, followed by a red light on demand at the bike path, a steady stream of bus traffic up and down the corridor and six to nine trains per day. All of this will be going on within a span of approximately two tenths of a mile. Instead of improving the flow of traffic on Harmony Road this plan creates an obstacle course that will very negatively affect commuting times and the safety of those using the road. Is it really necessary to cram in so much traffic activity in such a small area to the detriment of all concerned? And, by what stretch of the imagination can this be considered to safe, intelligent traffic management, particularly in light of all the money that has been spent to lessen congestion and improve traffic flow along Harmony Road? I will look for the opportunity to express my concerns during the appeals period. But, I am not waiting for that to happen. This e-mail will be forwarded to the city offices/officials indicated above. I think the frustration all of us who are concerned about his project share is that the public hearing came so late in the game that it amounted . to little more than a briefing or roll -out on how the corridor is to be set up as opposed to being an effort to conduct a dialogue and seek meaningful input from all concerned that then be can be factored into this decision.
