We received yesterday a copy of plans for Waters Edge, a proposed development near
Richards Lake. Thank you for forwarding those plans and for keeping WSSC on the
distribution list for future communication purposes as the review process moves forward
on this project
A brief review of the plans shows that the proposed project is located adjacent to
Richards Lake and includes provisions for stormwater discharge into the lake. Water
Supply & Storage Company is concerned about both, among other issues.
We will need some time to have our engineers review the plans and comment. We
anticipate that we will require a discharge agreement with the project owner/developer
for the stormwater discharge, at a minimum. That agreement will likely include annual
fees to WSSC and reimbursement of our out-of-pocket costs for legal and engineering
services. We will also require easements and minimum setbacks along the shoreline from
the crest elevation of the dam to ensure our ability to maintain and operate the reservoir
in the future.
Please ask the developer to contact us to set up a meeting to include our engineer and
legal counsel.

that red -line remarks were made on the Utility Plans and returned to
the Developer's engineer.
This represents staff (and outside reviewing agencies) review and comments
at this time. Additional comments and red -lined plans may be forthcoming.
Another round of staff review is determined to be necessary before the
mylars will be requested. This proposal is subject to the 90-day revision
re -submittal requirement (from the date of this comment letter, being
June 21, 2007) as set forth in Section 2.2.11(A) of the Land Use Code.
Be sure and return all red -lined plans when you re -submit. The number of
copies of each document to re -submit is shown on the attached REVISION
ROUTING SHEET.

Line B should maintain a 10 foot clearance from the edge of the proposed
pipe to the lot line.
Storm Lines D, P, R and Q (between Lots 205 -206 and Lot 207, and Lots
214-242 and Lot 243, between 253 and 254 and between Lots 289 and 290)
are shown to be located on private property. Please revise, lines should be
within a tract owned by HOA, a minimum of 20 foot width is required.
Please change note on storm line profiles to state that all storm
lines to be inspected by City of Fort Collins. All storm lines in the right of
way shall be owned and maintained by City of Fort Collins. A maintenance
exhibit should be prepared that would clarify what lines are to be
maintained by the City. The lines that the City would own and maintain
should be discussed in a meeting prior to re -submittal.
Call out location of S nN O 1 in storm sewer profile sheet.
Note calls for trash racks to be placed at end all storm sewer FES's. This is
not a recommended solution as a person can be trapped by these. Trash
racks should only be placed at upstream ends of storm sewers.
Please call for removal of sections of the existing pans in the detention pond
so that vegetation cover can be achieved over the covered pans. Minimum
depth of cover to the pan should be 1 foot to allow for placement of
irrigation system and topsoil.
Call out limits of development on grading plan at points of outfall into
Richard's lake. Call out silt fence/and or construction fence around
proposed limits of development. Call out for revegetation of the disturbed
area on Water Supply and Storage property.
A number of the street plan and profile sheets are mislabeled, please
correct.

within a previous filing. These should be collected in a swale and routed
into the swale to the west. Alternatively, you need to show that post
development flows directed at these properties are less than historical
amounts.
Plans show that upper portion on ponds 201 and 301will hold water and be
used as a wet area. This will require a variance request and notes that
clearly indicate that this was done by the developer for water quality
purposes. Another note should be added stating that in case the City
determines that these areas have become nuisances an alternative design
solution that prevents water from ponding in these areas shall be provided
to the City and upon approval shall be promptly implemented by the
developer.
Call out slopes in all detention pond bottoms.
Detailed grading sheets should be extended to cover the area to the east of
Lots 291, 292 and 293 and all areas that are not detailed. Sheets should
overlap entire project.
The text of the grading plan is hard to read. Please clean up spot elevations.

contained in relevant standards and policies, the fire lanes shall meet the

the sheets will scan ok.
[12/26/061 [7/4/06] Final Compliance - May want to visit with J.R. Wilson
in Technical Services after the first Final Compliance submittal to get his
input as early as possible. The set still has scanning problems but this does
not need to be worked out prior to hearing (it's more of a FC issue).

landscaped and maintained by this development (unless you wish to pursue
the vacation process as discussed previously). Please update the Landscape
Plans to reflect that and make the appropriate notes on the plan set. The
DA will have language regarding this as well.
[12/26/061 [7/4/06] Repeat. Final Compliance. The developer has two
choices for the street stub's existing ROW. First choice is to research who
would receive the ROW (neighbor to north? Or the other site's HOA?) and
then work out an access easement to connect your sidewalk through there
OR leave the ROW as is and then agree to maintain the area with this
development's HOA. If this is the option you would prefer, then the
sidewalk could be repositioned away from the lot to the south and the area
could be landscaped as more of an entry feature to your development.
[5/9/06] Need to show the existing rights of way and what you are planning
to have vacated. Will need legals and exhibits for each proposed vacation
along with an $800 filing fee for each vacation. Larimer County Filing Fees
also apply but those will be determined at a later time.

landscaping/road damage must be maintained by the development and the
future HOA and language as such will be included in the Development
Agreement. Landscape medians must include drainage facilities to handle
sprinkler runoff and nuisance flows. Refer to Appendix C for all other
requirements.
