PROPOSED DEVELOPMENT Rigden Farm II, Filing 6 is a residential development, located southeast of the intersection of Timberline Road and Drake Road in Fort Collins. Figure 4 shows the site plan with the Rigden Farm II, Filing 6 portion shaded. The short range analysis (Year 2007) includes development of Phase 1 of Rigden Farm. It also includes the residential and office uses of the Spring Creek Farm Development. 'trip Generation Trip generation is important in considering the impact of a development such as this upon the existing and proposed street system. A compilation of trip generation information contained in Trip Generation, 6'h Edition, ITE was used to estimate trips that would be generated by the proposed/expected uses at this site_ Table 2 shows the expected trip generation on a daily and peak hour basis. Land use codes 210 (Single Family Detached) and 230 (Townhome) were used to calculate the trip generation for Rigden Farm II, Filing 6. As indicated in Table 2, Rigden Farm II, Filing 6 will generate approximately 3703 daily trip ends, 289 morning peak hour trip ends, and 385 afternoon peak hour trip ends. Future year data was obtained from the NFRRTP and other traffic studies. Figure 5 shows the trip distribution used for Rigden Farm II, Filing 6. Background Traffic Projections Figure 6 shows the short range background traffic projections. Background traffic projections for the short range future horizon were obtained by reviewing the NFRRTP and various traffic studies prepared for other developments in this area of Fort Collins. The background traffic also includes portions of Phase 1 of Rigden Farm that are shown on Figure 7. Trip Assignment Trip assignment is how the generated and distributed trips are expected to be loaded on the street system. The site traffic is consistent with the expected growth at these intersections. Therefore, it is concluded that the impact of Rigden, 17t" Filing is not significant at these intersections. As streets and intersections are constructed, sidewalks will be built. Streets will be constructed in accordance with the appropriate street classifications with bike lanes. The alternative mode criteria will be acceptable as described in the previous transportation impact studies for Rigden Farm. It is concluded that the Rigden, 17'h Filing is consistent with the overall development plan for Rigden Farm_ The site generated traffic is accounted for in the normal traffic growth in the area. The site location is shown in Figure 1. The scope of this transportation impact study (TIS) was discussed with the Fort Collins Traffic Operations staff. A brief memorandum was requested. The Base Assumptions information is provided in Appendix A. The site plan of the Riggden, 17th Filing is shown in Figure 2. The Rigden, 171" Filing is within the larger Rigden, 6 Filing. The "Rigden Farm 11, Filing 6 Transportation Impact Study" (RF6TIS), dated December 2000 was approved by the City of Fort Collins. Appendix B contains selected pages from RF6TIS, showing the site location, site plan, trip generation, and trip assignment. South of the Foothills Channel, the Rigden Farm, Filing 6 had 246 single family units and 13 townhome units. According to recent aerial photography, a significant portion (estimated at 133 units) of the Rigden, Filing 6, south of the Foothills Channel, is built and occupied. The Rigden, 17°i Filing is within the single family area, south of the Foothills Channel. In the RF6TIS, the specific blocks of the Rigden, 17th Filing had 52 single family units. In the Rigden, 171h filing, the number of units proposed is 57, with the increase in units occurring along Percheron Drive. With development of the Rigden, 17t" Filing, the Ziegler/Percheron intersection and the ZieglerAAAlliam Neal intersection will be constructed. It is expected that most of the traffic related to the Rigden, 17th Filing, will utilize these intersections. The trip generation of the Rigden, 17th Filing is shown in Table 1. The trip distribution at the key external intersections (Drakeffimberline and Horsetooth/Ziegler) is shown in Figure 3. Figure 4 shows the assignment of the site generated peak hour traffic. Figure 5 shows recent peak hour traffic at the key external intersections. Figure 6 shows the forecasted peak hour traffic at these intersections in the short range future (2b18).
