Hi Bruce,
During my review of these sections of the code I found the proposal to be in compliance.
Sec. 3.5.3 (C) Variation in Massing. The building articulates with projecting and recessed elements quite a bit and I
cannot find a single "horizontal mass" that exceeds a height:width ratio of 1:3.
Sec. 3.5.3 (D) Character and Image. The building has stucco and cement siding with metal accents around its entirety
from the second floor and above. The public pedestrian level has additional detail that is required by the code to cover
the parking structure. The brick material that is on the base level wraps around where the building meets the ground
(including the west side) but does not where there is an open parking structure.
I am happy to further discuss with you my findings. Also, I have attached the elevations and the northwest
perspective.

Seth,
3.5.3C Variations in Massing 1. says "horizontal masses shall not exceed a height:width ratio of 1:3 without
substantial variation in masssing that includes a change in heigth and a projecting or recessed elements."
3.5.3D Character and Image (2) Facade Treatment(a)3 says "All sides of the building shall include materials
and design characteristics consistent with those on the front. Use of inferior or lesser quality materials for
side or rear facades shall be prohibited."
This is how I read it, what do you think?
