Sec. 3.5.3 (C) Variation in Massing. The building articulates with projecting and recessed elements quite a bit and I cannot find a single "horizontal mass" that exceeds a height:width ratio of 1:3. Sec. 3.5.3 (D) Character and Image. The building has stucco and cement siding with metal accents around its entirety from the second floor and above. The public pedestrian level has additional detail that is required by the code to cover the parking structure. The brick material that is on the base level wraps around where the building meets the ground (including the west side) but does not where there is an open parking structure. Use of inferior or lesser quality materials for side or rear facades shall be prohibited." This is how I read it, what do you think? thanks bruce
