lagoon was spring fed and may possibly have been used as part of a fish hatchery in the past. Mr.
O'Donnell further indicated the sewer manhole sign was not associated with the lagoon.
Mr. O'Donnell indicated potable water for the Site is provided from the on -Site well and the
property is currently connected to the municipal sewer system, located along the southern boundary
of the property. WALSH inquired about the stick-up pipe observed during the Site visit.
According to Mr. O'Donnell, the pipe is a sewer clean -out for the line exiting the house. Mr.
O'Donnell indicated a septic system serviced the Site prior to the municipal sewer system
connection in 2000, but was unsure if the septic tank had ever been removed, filled, or capped.
Although the presence of a septic tank at the Site does not create an REC, it would be prudent to
assess the location of the tank prior to redevelopment of the property.
5.3.2 Key Site Manager — Intended User of the Phase I ESA
Ms. Lindsay Kuntz, Real Estate Specialist with the City of Fort Collins, Real Estate Services
Department, completed a user questionnaire regarding the subject property on May 1, 2008. A copy of
the completed questionnaire is included in Appendix D of this report. According to Ms. Kuntz, the
purpose of the Phase I ESA is to comply with the City's standard due diligence procedures prior to
acquisition/purchase of land. She indicated the City of Fort Collins has checked for environmental
liens that may be filed or recorded against the subject property under federal, tribal, state, or local law
and is not aware of such liens against the subject property.
Ms. Kuntz indicated one activity or land use limitation (AUL) involving the subject property, which
involved a 100-foot buffer on the south end of the property. WALSH contacted Ms. Kuntz for further
information regarding this AUL. According to Ms. Kuntz, this 100-foot buffer is associated with
Spring Creek, and because of its close proximity to Spring Creek, the Site falls within the boundaries of
the 100-foot buffer. No other information regarding this AUL was provided. She does not have
specialized knowledge or experience related to the subject property or nearby properties that might
indicate the past or present use of hazardous substances on such properties.
Ms. Kuntz indicated the proposed purchase price for the Site is considered to be fair market value
(FMV) and she does not know of obvious indicators of possible contamination on or near the Site that
would create an REC. She was aware of the past uses of the Site, namely agriculture and residential.
According to Ms. Kuntz, she was not aware of specific chemicals that are or might have been used on
the property in the past nor had knowledge of spills, chemical releases, or environmental clean-ups that
have taken place on the property. Ms. Kuntz indicated that she was not aware of other information that
may help identify possible contamination.
6 DATA GAPS
The ASTM 2005 Standard requires that significant .data gaps that affect the Environmental
Professional's ability to identify RECs are reported. Although a historic data gap exists between 1906
and 1954, the conditions of the Site and surrounding area appear to be unchanged; therefore, no
significant data gaps were encountered during this Phase I ESA .

observed on the Site. There were no pole- or pad -mounted electric transformers observed within
the confines of the Site.
The Site structures generally appeared well -maintained, and no staining or unusual odors were
noted during the site inspection. However, the chipping paint, the presence of chemicals in the
shed, and the lagoon present environmental concerns for the Site.
5.2 Surrounding Properties
WALSH completed a reconnaissance of the properties surrounding the Site immediately following
the Site inspection. The following conditions were observed.
North — The Site is bounded on the north by West Drake Road with residential and commercial
properties beyond. Directly north is the Fort Collins Bible Church; to the northwest is a
commercial plaza with various retail businesses; and to the northeast is residential
properties.
South — The Site is bounded on the south by the City of Fort Collins Spring Creek Trail with Spring
Creek and residential and equine properties beyond.
East — The Site is bounded on the east by residential properties.
West — The Site is bounded on the west by South Taft Hill Road with residential properties beyond
The activities and facilities observed on the adjoining properties do not present an REC for the Site.
5.3 Interviews
5.3.1 Key Site Manager — Site Owner
WALSH interviewed Mr. Chris O'Donnell (Son of Patrick O'Donnell, Site owner) by telephone on
May 1, 2008, and again on May 6, 2008. WASLH asked questions from, and completed the
questionnaire during the initial interview. A copy of the completed questionnaire is included in
Appendix D of this report. The interviews were conducted with Mr. O'Donnell in order to obtain
information about current and historic activities at the Site. According to Mr. O'Donnell, he has
been associated with the property for approximately 35 years. Mr. O'Donnell indicated the Site is
currently and has historically been residential. Mr. O'Donnell also indicated that the vegetation in
vacant portion of the Site was periodically cut for hay.
To Mr. O'Donnell's knowledge, the Site and adjacent properties have not been used for industrial
purposes. Mr. O'Donnell did not know of previous environmental reports for the property, and
indicated there were no environmental violations, liens, lawsuits, or administrative actions related
to the Site.
WALSH observed a lagoon in the southeast corner of the Site during the Site visit. According to
Mr. O'Donnell the lagoon has never been used for sewage treatment. He further indicated the

5 SITE INSPECTION AND INTERVIEWS
5.1 Subject Site
Mr. Joshua Price of WALSH performed a visual inspection of the Site on May 2, 2008.
Photographs taken during the Site inspection are included in Appendix C. The weather was cool
and skies were cloudy at the time of the inspection.
The Site consists of approximately 5.77 acres of land situated on two parcels. There are four
structures located on the Site, including a three-story house, bam, shed, and water -well pump
house. The Site structures are located within the western third of the Site. The remaining portion of
the Site is vacant, and based on visual observations, the Site vegetation consists of grasses and
weeds. The Site is bounded to the north by West Drake Road with residential and commercial
properties beyond; to the south by the City of Fort Collins Spring Creek Trail with Spring Creek
and residential and equine properties beyond; to the east by residential properties; and to the west
by South Taft Hill Road with residential properties beyond.
The Larimer County Assessor records indicate the house is approximately 1,672 square feet and
was constructed in 1909. The foundation consists of stone, and the house was built using wood
frame construction. The exterior of the house was clad with wood siding. The interior of the house
was carpeted, and the walls consisted of painted or wall -papered plaster and drywall. The ceiling
consisted of both textured ceiling material and acoustic ceiling tiles. The bam on the Site consisted
of wood framing with a painted exterior. WALSH observed the paint chipping and flaking from the
exterior surface of the barn. The barn appeared to serve as a storage area for lawn equipment,
wood, extension cords, etc. WALSH did not observe chemicals or hazardous materials in the bam.
The shed on the Site consisted of wood framing with a painted exterior. The shed appeared to serve
as a storage area for various items including a tractor and small quantities of various chemicals.
The chemicals observed by WALSH consisted of bar and chain oil, motor oil, kerosene, paint, and
herbicide. An empty 50-gallon AST was observed in the shed. The pump house was constructed of
concrete masonry unit (CMU), and the exterior was painted. Equipment associated with the water
well was located inside the well house. Due to the age of the structures located on the Site, it is
possible that asbestos -containing buildings materials and/or lead -based paint may be present.
Suspect building materials were identified during the visual Site inspection. It is recommended that
asbestos and lead inspections be completed prior to the initiation of renovation or demolition activities of
Site structures.
WALSH observed a small lagoon in the southeast comer of the Site. A sign indicating "Sewer
Manhole" was located near the lagoon. A small pump was located on the northern end of the
lagoon, and standing water was observed. WALSH also observed a polyvinyl chloride (PVC)
stick-up pipe along the south side of the residential structure. WALSH inquired about the lagoon
and stick-up pipe during the owner interview with Mr. Chris O'Donnell. Information pertaining to
the lagoon and stick-up pipe is presented in Section 5.3 of this report.
The visual inspection revealed evidence of limited quantities of hazardous Substance and petroleum
products use or disposal on the Site. No storage tanks associated with waste treatment were

There were no existing or abandoned oil or gas wells identified on the Site.
Historic Coal Mines
The COGCC website includes the approximate locations of historic coal mines. Readily available
maps of historic coal mines in Larimer County were also reviewed (Tumey and Murray -Williams,
1983).
No historic coal mines were identified on the Site or in the surrounding area.
Recorded Deed Restrictions
CDPHE maintains an on-line list of sites with environmental covenants or recorded land use
restrictions due to known environmental contamination. However, the lack of listing on the
CDPHE database does not preclude the possibility of deed restrictions that are recorded elsewhere.
WALSH reviewed CDPHE's Recorded Deed Restriction list on May 5, 2008, which did not include
any listings for the Site or nearby properties.
4.2.7 County Health Department
WALSH contacted the Larimer County Department of Health and Environment (LCDHE) to determine
whether hazardous material incidents, spills or violations were reported at the Site. In addition,
WALSH inquired whether LCDHE had information regarding the septic tank at the Site. WALSH
received a response letter from Mr. Richard Grossmann with LCDHE on May 8, 2008, indicating
LCDHE had no record of major environmental problems specific to the Site. Mr. Grossman
indicated LCDHE had no records or knowledge of the septic tank.
4.3 Proprietary Records
4.3.1 Manufactured Gas Plant Sites
EDR maintains a database of manufactured gas plants which identifies facilities producing gas that
could be used as fuel. These plants used a variety of fuels and typically generated a significant amount
of waste.
No manufactured gas plant facilities were identified in the Site vicinity.

2007. OPS indicated that an NFAR report had been submitted. According to the Colorado Storage
Tank Information System (COSTIS) database, an NFA closure letter had been sent by OPS on April 3,
2007. Due to the "closed" status of the releases recorded for this facility, and the facility's distance and
cross -gradient hydrogeologic orientation to the Site, the releases due not constitute an REC for the Site.
4.2.4 Registered Petroleum Storage Tanks
The OPS also maintains lists of registered above -ground storage tanks (ASTs) and underground storage
tanks (USTs). These lists were searched for registered ASTs and USTs and within 0.25-miles of the
Site.
One UST facility (other than the Fort Collins Car Wash) was identified within 0.25-miles of the Site.
The Safeway Fueling #2913 facility, located at 2160 West Drake Road #6, was identified as being
located 0.125-miles to the west of the Site. However, during the reconnaissance of the area
surrounding the Site, the Safeway fueling facility's location was determined to be approximately 0.125-
miles to the north-northwest of the Site, on the southwest corner of Valley Forge Avenue and South
Taft Hill Road. Based on the actual physical location, this facility is located hydrogeologically cross -
gradient to the Site. According to the EDR report, this facility has a total of five registered USTs,
including: one open 20,000-gallon unleaded gasoline tank; one open 20,000-gallon diesel tank, one
closed 10,000-gallon unleaded gasoline tank, and two closed 8,000-gallon unleaded gasoline tanks.
Based on the relative hydrogeologic orientation to the Site and the distance from the Site, the
Safeway fueling facility does not constitute an REC for the Site.
4.2.5 Unmapped (Orphan) Facilities
The environmental records search did not identify events/facilities which were not plotted due to poor,
inaccurate, or incomplete location information.
4.2.6 Additional State and Local Databases
While not required by the ASTM Standard, additional databases were utilized to identify potential
environmental concerns at the Site.
Drycleaners
CDPHE maintains a list of dry cleaning facilities in the state, which are known to use chlorinated
solvents, and specifically tetrachloroethylene, for dry cleaning operations. One dry cleaning facility,
the Buttons and Bows Cleaners and Laundry facility, located at 2180 West Drake Road was identified
within 0.125-miles of the Site. The address was located during the reconnaissance of the properties
surrounding the Site-, however, the facility appears to no longer be located at the address. The location
of the address is west-northwest of the Site, hydrogeologically in a cross -gradient direction. Although
no releases were reported by CDPHE, there is a potential for the facility to have caused a release to soil
and/or groundwater. However, based on the distance and the cross -gradient direction of this address,
the facility is not expected to have created an REC for the Site.
Oil and Gas Wells
The Colorado Oil and Gas Conservation Commission (COGCC) website was queried on May 5,
2008 to identify existing and abandoned oil and gas wells on the Site.

4.1.3 Emergency Response Notification System (ERNS)
Spill reports received by the USEPA regarding hazardous materials incidents are maintained in an on-
line database called ERNS. When a reportable quantity of a hazardous substance is released, the
National Response Center must be notified within twenty-four hours, and these reports are also
included in ERNS.
No ERNS spills were identified in the Site vicinity.
4.2 State and Local Records
4.2.1 State Equivalent Priorities List (SPL)
The State of Colorado does not have a state program that is equivalent to the Federal CERCLA
program. However, the Colorado Department of Public Health and Environment (CDPHE)
maintains a list of sites which are undergoing investigations and remediation under the Colorado
Voluntary Clean -Up (VCUP) Program. The VCUP database was searched to identify listed sites
within 0.5-nine of the Site.
No VCUP facilities were identified in the Site vicinity.
4.2.2 Solid Waste Disposal Facilities
State and county databases were reviewed to assess landfills, transfer stations, and other solid waste
handling facilities located within 0.5-mile of the Site.
No solid waste facilities were identified in the Site vicinity.
4.2.3 Leaking Underground Storage Tanks (LUSTS)
The LUST database and trust fund (TRUST) list compiled by the Colorado Department of Oil and
Public Safety (OPS) were searched for LUSTs/TRUSTs in the vicinity of the Site. The LUST database
list identifies locations where releases have been reported; where closures were conducted; and where
spills, overfills, tank leaks, or leaking from other ancillary equipment have been reported. The TRUST
list indicates orphan facilities, where contamination has been identified but there is no known
responsible party.
One LUST/TRUST facility was identified within 0.25-miles of the Site. The Fort Collins Car Wash
facility, located at 2451 South Taft Hill Road, approximately 0.25-miles north of the Site (cross -
gradient) has two recorded release events, both of which are classified as "closed." WALSH reviewed
a No Further Action Request (NFAR) report prepared for the facility, dated January 21, 2004 (Palmetto
Environmental Group, LLC, 2004). The report indicated the analytical results for the samples collected
from impacted soils were below risk -based screening levels (RBSLs) for the contaminants of concern.
According to the report, groundwater flow direction was to the east-northeast. A No Further Action
(NFA) closure letter for this release, dated February 19, 2004, was completed by OPS. On May 6,
2008, WALSH contacted OPS to inquire about the second event, which was recorded for the facility in

the potential to create an REC on the Site. EDR reviews databases compiled by federal, state, and
local governmental agencies. The complete list of databases reviewed by EDR and the dates for the
most recent update of each database are provided in EDR Inquiry No. 2208406.1s (EDR, 2008),
which is included as Appendix B of this report.
It should be noted that this information is reported as WALSH received it from EDR, which, in
turn, reports information as it is provided in various government databases. It is not possible for
either WALSH or EDR to independently verify the accuracy or completeness of information
contained in these databases. However, the use of and reliance on this information is a generally
accepted practice in the conduct of environmental due diligence The following U.S. Environmental
Protection Agency (USEPA) and Colorado Department of Public Health and Environment
(CDPHE) documents and lists were reviewed in accordance with the minimum search distances
specified in ASTM E 1527-05. The search focused on records pertaining to properties within a 1-
mile radius of the Site. Details of the databases reviewed and their search radii are summarized in
the sections below.
4.1 Federal Records
4.1.1 Comprehensive Environmental Response, Compensation and Liability Act
(CERCLA) Sites
CERCLA provides a system for prioritizing existing areas of known contamination for remediation.
The EPA ranks the CERCLA Information System (CERCLIS) sites according to risk based on the
Hazard Ranking System score. Higher risk sites are placed on the National Priority List (NPL) and
are then considered Superfund sites. Sites which are evaluated by USEPA and determined to
require no further action are classified as No Further Remedial Action Planned (NFRAP).
No CERCLA-regulated facilities were identified in the search vicinity of the Site.
4.1.2 Resource Conservation and Recovery Act (RCRA) Sites
The RCRA Hazardous Waste Notifiers List is an inventory of hazardous waste management facilities,
which includes generators and transporters, as well as treatment, storage, or disposal (TSDs) facilities.
Hazardous waste generators are further classified as large quantity, small quantity, or conditionally
exempt small quantity generators. Large quantity generators (LQGs) generate more than 1,000
kilograms (2,205 pounds) of hazardous waste per month. Small quantity generators (SQGs) generate
100 kilograms (220 pounds) to 1,000 kilograms per month, and conditionally exempt small quantity
generators (CESQGs) generate less than 100 kilograms of hazardous waste per month. Corrective
Actions (CORRACTS) sites are RCRA-regulated sites at which releases have occurred and which are
undergoing an agency -mandated investigation and/or clean-up.
No RCRA-regulated facilities were identified in the Site vicinity.

3.3 City Directories
City directories were reviewed to identify occupancy for the Site and adjoining properties over
time. Property occupancy may indicate occupancy by businesses with known practices that might
create an RECs for the Site. The associated address was listed from 1969 to present, and the first
occurrence of South Taft Hill Road was 1954. Listings identified in the directories are presented in
Table 4.

The directories did not identify occupancies at the Site or adjacent properties indicative of activities
that might create an REC at the Site.
3.4 Sanborn Fire Insurance Rate Maps
Sanborn Fire Insurance Rate Maps were prepared by compiling data obtained from local fire
departments to identify fire risks associated with properties and their structures. These periodic maps
provided details such as historic building construction and occupancy, well locations, and the locations
of chemical storage areas and fuel tanks. The Main Branch of the Fort Collins Public Library maintains
Sanborn Maps for Larimer County; however, no coverage for the Site vicinity was available indicating
the area is not located within the historically developed limits of adjacent municipalities.
4 . ENVIRONMENTAL RECORDS SEARCH
WALSH reviewed information gathered from several environmental databases through
Environmental Data Resources, Inc. (EDR) to evaluate whether activities on or near the Site have

the transmissivity of the aquifer, and the rate and distribution of recharge and discharge. Local
groundwater flow direction may vary depending on specific hydrogeologic conditions encountered.
A lagoon was identified on the Site. Although the lagoon was reportedly never used for the septic
system, its history is not well understood. Based upon its location and questionable history, the lagoon
represents an environmental concern for the Site. No other surface water features are located on the
Site. Spring Creek is located immediately south of the Site.
3 HISTORICAL RECORDS REVIEW
3.1 Aerial Photograph Review
Available historical aerial photographs were reviewed for the years 1974, 1981, 1987 (LCIMD, 2008)
1999, and 2005 (LCGISMD, 2008) for review. Findings are summarized in the table below.

3.2 Historic United States Geological Survey Topographic Maps
Available historic USGS topographic maps of the Site and surrounding area were reviewed for the
years 1906, 1957, 1960, and 1984. The Site is located in the Fort Collins, Colorado topographic
quadrangle maps. Findings are summarized in the table below.

2.2 Physical Setting
Information concerning the physical setting of the Site and surrounding area was obtained from a
review of readily available published literature.
2.2.1 Topography
According to the United States Geological Survey (USGS) Fort Collins, Colorado 7.5-minute
Topographic Map, the Site is located at an approximate elevation of 5,070 feet above mean sea
level (USGS, 1984). The topography of the Site ranges from flat to gently sloping areas. The Site
displays a regional topographic slope to the south.
2.2.2 Regional and Site Geology
Regionally, the Site is located along the western edge of the Denver Basin, a large north -south
trending structural depression. The Denver Basin is bordered on the west by hogbacks, foothills, and
mountains associated with the Colorado Front Range. This basin and range were formed during the
Laramide Orogeny, at the close of the Cretaceous Period, about 50 to 65 million years ago. As the
mountains were uplifted, accelerated erosion removed almost 20,000 feet of rock which was deposited
as sediments in the Denver Basin to the east. Subsequent uplift and erosion have since removed some
of these sediments and have shaped the remaining sediments to create the present-day landforms. The
physiological landforms displayed in the general area include fans (alluvial), hills, and terraces.
The surficial geology for the Site is mapped as Post -Piney Creek Alluvium and Slocum Alluvium.
The Post -Piney Creek Alluvium lies within the channel and riparian corridor of Spring Creek (the
southern portion of the Site). This unit is described as consisting of dark -gray humic, sandy to gravelly
alluvium containing scattered plant remains. This alluvium underlies flood plains of major streams
and terraces less than 10 feet above stream level. The thickness of this alluvium ranges from five to 15
feet. Occasional floods may cover this alluvium. The surficial geology for the northern portion of the
Site is Slocum Alluvium. This alluvium is described as consisting of brown to white cobble and
boulder gravel with a thickness up to 20 feet. Most clasts are well-rounded igneous and metamorphic
rocks; some are sedimentary; most are weathered and have thin rinds of calcium carbonate (Colton,
1978).
According to the United States Department of Agriculture (USDA) Soil Survey of the Larimer County
Area, the surficial soils on the Site are mapped as the Nunn -Fort Collins -Ulm association. This soil
consists of deep, nearly level to strongly sloping, well drained loams and clay loams that formed in
alluvium, on fans, terraces, and side slopes (USDA, 1980).
2.23 Regional and Site Hydrology
The referenced depth to the groundwater table generally ranges from 10 to 20 feet below ground
surface (Hillier and Schneider, 1979). The general groundwater flow direction is mapped to the east-
northeast (Robson et al, 2000). The altitude and configuration of the water table in the shallow alluvial
aquifer system is affected by the surficial topography, the altitude of the underlying bedrock surface,

PHASE I ENVIRONMENTAL SITE ASSESSMENT
O'DONNELL PROPERTY

1 INTRODUCTION
This report presents the findings of a Phase I Environmental Site Assessment (ESA) conducted at
the O'Donnell Property, located at 2604 South Taft Hill Road, Fort Collins, Colorado 80526 (Site).
This ESA was conducted by Walsh Environmental Scientists and Engineers, LLC (WALSH) on
behalf of the City of Fort Collins. WALSH understands the City is considering acquiring the Site for
redevelopment as a new Poudre Fire Authority (PFA) fire station. The objective of this assessment
is to provide information regarding the environmental condition of the Site.
This ESA consisted of a review of available local, county, state, and federal documents;
examination of historical aerial photographs, topographic maps, city directories, and fire insurance
maps; interviews; and a visual inspection of the Site. This ESA was conducted in accordance with
ASTM International (ASTM) Standard E1527-05, Standard Practice for Environmental Site
Assessments: Phase I Environmental Site Assessment Process (ASTM, 2005). Deviations from the
ASTM standard are described in the sections where they occur. Listings of the contacts made while
conducting this ESA are included in Appendix A. No sampling of air, soil, water, building
materials, or other material was conducted.
2 SITE DESCRIPTION
2.1 Site Location and Description
The Site consists of approximately 5.77 acres of land located in Fort Collins, Colorado (Figure 1).
The Site has been principally used for residential and some agricultural purposes. Site structures
consist of a house, barn, shed, and well house. The two parcels comprising the Site are parcel
numbers 97272-00-009 and 97272-00-026. The Site is located in the western portion of Fort
Collins, southeast of the intersection of South Taft Hill Road and West Drake Road. The address
associated with the property is 2604 South Taft Hill Road.

EXECUTIVE SUMMARY
This Phase I Environmental Site Assessment (ESA) was conducted by Walsh Environmental
Scientists and Engineers, LLC (WALSH) on behalf of the City of Fort Collins. We have
performed a Phase I ESA in conformance with the scope and limitations of ASTM Practice E
1527-05 for the O'Donnell property located at 2604 South Taft Hill Road, Fort Collins, Colorado
80526 (Site). This property consists of approximately 5.77 acres of land situated on Parcels
97272-00-009 and 97272-00-026. Exceptions to, or deletions from, this practice are described in
the section where they occur in this report. This assessment has revealed no evidence of
recognized environmental conditions in connection with the property.
Based on the findings of this ESA, no recognized environmental conditions (RECs) were
identified which would require additional assessments or evaluation of soil or groundwater at the
Site. While not identified as RECs, the following environmental concerns were noted:
• A septic system served the property until 2000, when the property was connected to the
municipal sewer system. Mr. O'Donnell indicated there was a septic tank; however, he was
unsure whether the tank had been removed, filled, or capped. The septic tank may still be
present at the Site. In addition, there is also the potential for past improper disposal of
chemical compounds into the septic system, and potential groundwater contamination from
nitrates and bacteria. A lagoon was present on the Site, which also may have been associated
with the septic system. Whether the lagoon was used for a fish hatchery, as reported, or as a
part of the septic system, the presence of chemicals or elevated nitrates may exist.
• The shed appeared to serve as a storage area for various items including a tractor and small
quantities of various chemicals. The chemicals observed by WALSH consisted of bar and
chain oil, motor oil, kerosene, paint, and herbicide. An empty 50-gallon above -ground
Storage Tank (AST) was also observed in the shed. WALSH recommends the City require
removal and proper handling or disposal, by the owner, of containers of all chemicals, paints
and fuels, prior the acquisition by the City.
• The Site was not inspected for the presence of asbestos or lead -based paint. Based on the age of
the structures on the Site, these materials could be present. It is recommended that asbestos and
lead inspections be completed prior to renovation or demolition of any building structures at the
Site. Lead content of soils surrounding the buildings should also be assessed, based upon the
presence of chipping paints.

the general site conditions determined by a visual inspection. Environmental legislation passed in
the 1970s and 1980s initiated the current practice of maintaining environmental records and facility
inspection reports. Prior to the 1970s, activities may have adversely impacted the area without
being documented by government agencies. However, there is also no guarantee that the current
record -keeping requirements are adhered to by all facilities. .
This assessment was limited and it did not include:
• Collection, testing, or chemical analysis of samples of soil, groundwater, surface water,
wastewater, building materials, or other material which was or could have been on site, except
those specifically mentioned in this report.
• Interviews, except as specifically noted in this report, with past owners, tenants, employees, or
neighboring landowners regarding past site use, waste generation and disposal practices
(including disposal at remote sites), or manufacturing processes which may have contributed to
environmental contamination at the Site.
• Evaluation of the potential risks associated with identified concerns from records searches with
incomplete addresses location listings, or facilities where no records were available for review.
Should additional information concerning site environmental conditions become available, the
conclusions presented in this report will be considered invalid unless the information is reviewed
and the conclusions and recommendations of this report are modified and approved in writing by
WALSH. It is possible that additional reports or investigations could alter the conclusions of this
assessment. This report was prepared for the use of our client(s) and authorized agents only.

8 QUALIFICATIONS AND LIMITATIONS
WALSH conducted this Phase I ESA in accordance with the guidelines set forth by ASTM. The
qualifications of the personnel preparing this assessment are included in Appendix E. The sources
of information obtained to perform this assessment include documents, oral statements, and other
information from parties outside of WALSH's control. WALSH cannot guarantee the accuracy of
the information.
WALSH's conclusions for this Phase I ESA are based on information provided by available public
records, discussions with selected personnel associated with the Site and government agencies, and
