Current Zoning: MMN Poudre Fire Authority (PFA) wishes to purchase a new site for a future Station #4 that would better serve the rapidly growing neighborhood in their service area. The planned facility will follow PFA's standard fire station design that has been utilized for their last three stations. This design maximizes the use of a single story fire station facility, with a garden level basement, totaling approximately 10,500 square feet of space. Three garage bays are included for one emergency response engine, and later adding one heavy rescue vehicle, as mandated by PFA's 2004 Strategic Plan. The remaining garage bay space will be used for reserve fire apparatus. The site will include a parking area to accommodate both employees and visitors. Poudre Fire Authority would like to request that a median cut, for emergency access only, be allowed through the median located on West Drake Road near the eastern portion of the propose site. It is estimated that use of this median cut for emergency access would be less than a half dozen times per day. An emergency signal would also be installed on West Drake Road, similar to what is now in use at the current facility at Devonshire and Taft Hill Road. The existing buildings on the property include a residential home and outbuildings. These buildings will be demolished. PFA is exploring the possibility of the remainder of the site be utilized as a park or natural area. Issues of Interest: What is the process to request a variance to allow the median cut on W. Drake Road? Is an additional access point necessary? What Street Oversizing requirements/fees are there? What are the parking area/space requirements, if any? Are there any utilities or stormwater upgrades that will be required? Conceptual Review Application General Information Citvof FoilCollins All proposed development projects begin with Conceptual Review. Anyone with a development idea can schedule a Conceptual Review meeting to get feedback on prospective development ideas. At this stage, the development idea does not need to be finalized or professionally presented. However, a sketch plan and this application must be submitted to City staff prior to the Conceptual Review meeting. The more information you are able to provide, the better feedback you are likely to get from the meeting. Conceptual Reviews are scheduled on three Mondays per month. One half-hour meeting is allotted per applicant. Please call Planning and Zoning at 416-2283 or 221-6750 to schedule a Conceptual Review meeting. Conceptual Review is a free service. Applications and sketch plans must be submitted to City staff no later than 5prn on the Tuesday prior to the Monday Conceptual Review meeting. Application materials can be dropped off in person to 281 N. College, emailed to RMichels(alfcoov.com (or ftcplanning@msn.com) or faxed (970) 224-6134. At Conceptual Review, you will meet with staff from a number of City departments, including Planning & Zoning, Light and Power, Natural Resources, Stormwater, Water/Wastewater, Zoning, Transportation, Engineering and Poudre Fire Authority. Comments are offered by staff to assist you in preparing the detailed components of the project application. There is no approval or denial of development proposals associated with Conceptual Review.
