3. Al indicated he had the following concerns:
a. Lighting. Al was concerned with transgression of light onto
his property and quality of light. Don noted that by zoning
ordinance, light at ground level is not allowed to transgress
onto adjacent properties. Therefore, cut-off type fixtures are
utilized for pole and building mounted fixtures. He also noted
that house side shields will be mounted on pole lights to avoid
direct view of the lamp source of the fixtures from Al's
adjoining property. It was further noted that the lamp types
will be high pressure sodium (HPS) vs. metal halide which is a
more yellow, residential coloration than metal halide. HPS is
consistent with the lamp type used in street lights.
b. Head light screening. Al indicated he would like to see a fence
installed at the curb line of the parking lot to screen headlights.
He preferred this to a fence located at the property line. Bob
noted a fence at the curb line of the parking lot would cause
problems with snow removal. There was discussion of
providing screening through landscaping vs. a solid fence
which Al was open to but was concerned about growth rate vs
effectiveness. It was agreed upsized plantings would be
utilized. Tam noted she would provide photos of various plant
materials for Al and PFA's review.
c. Drainage. Al was concerned that the new embankment along
the property line could lead to increased water onto his
property. Don noted that all runoff from the parking lot is
directed to and collected at the southeast corner of the parking
lot. This drainage is then piped to a detention pond at the west
side of the building. Therefore, this drainage would not be
surface drained along the property line. Storm waters from the
landscaped, embankment between the parking lot and property
line will be carried to the south by means of a drainage swale
running along the property line.
d. Property Security. Since the security fencing along Spring
Creek Trail is scheduled to be removed at the extent of PFA's
property, Al was concerned that pedestrian traffic that may be
moving across the fire station site might transgress across his
west property line. He asked that a security fence be installed
along this entire property line. Bob is to review this with Craig
Forman to ascertain if the current security fencing along Spring
Creek might be reused along this property line.

MEETING MINUTES
The purpose of this meeting was to review concerns of the adjoining neighbor
to the east of the property (Al Sedlak) and discuss potential resolutions. The
following items are of note:
1. Al suggested an alternative approach to locating the fire station noting
he would be willing to look at a trade of property exchanging PFA's
current site with property he owns east of his residence property on
Drake Road. He felt this alternate property would be advantageous to
PFA in terms of infrastructure costs and alignment with Yorktown
across Drake Road. Bob indicated that this decision would need to be
made by the Fire Chief and PFA board and would review this with
them to ascertain if there would be interest.
2. Don reviewed the design approach utilized in arriving at the current
site layout including access for drive through bays, mitigation of
disruption of traffic at Drake Road, solar orientation for response and
return aprons, solar orientation for living quarters, use of provided
parking, walk -out lower level, etc.
