The fire line has been adjusted slightly to insure a 10'separation to the adjacent, existing tree. Response: e-mail correspondence from Wally Muscott below addresses the history: "What I have been told of the ROW on Laurel, between College and Shields, is that the City ROW goes to the south back of curb. This came from the previous manager of Real Estate Services. Apparently CSU has accepted this and maintains south of the back of curb. I have never seen anything written on the ROW width. Based upon what I have been told, I have always used the south back of curb as the ROW. I believe the confusion started with the un-official and the official plat of the City. The official plat of the City shows 140' of ROW on Laurel. The un-official, but more commonly accepted plat shows a ROW width for Laurel as 1001. How the ROW came to the back of the curb is un-known to me. I believe the statement "ROW width disputed" should apply to this situation." Number: 83 Created: 12/17/2008 [12/17/08] It appears that you have shown all of the down spout roof drain outlets going internal into the parking lot but it's still a little unclear. Please either add the symbol IDS to the legend on the cover sheet or provide a note on the Grading Plan that states that no roof drain outlets are proposed on Laurel or Howes that will drain across the sidewalk. Response: A note has been added to the Grading Plan to clarify that roof drains will not discharge water across sidewalks along Laurel or Howes. All roof drainage will be piped to the outlet structure except a downspout located on the west side of the building adjacent to the SAE patio space. There aren't any sidewalks in that location and the drainage will flow out to the alley. He also suggested that if we would like, he will be planting trees along Howes that we can use to fulfill our mitigation. He also planted trees along College that we can utilize for mitigation. He suggested that we contact CSU (Fred Haberecht) for additional mitigation trees. It is our understanding that Tim is ok with our approach and didn't see any other issues and we should be ready to proceed to hearing." This is incorrect - the total unit count is 47 and this has been revised on the current Site Plan. Therefore the revised TDRF fees are being submitted. Please enlarge them slightly and use a consistent size on each sheet. 0 You can see the fixtures I'm talking about just north of our building on both sides of the road to the river. Topic: Photosimulations Number: 90 Created: 12/17/2008 [12/17/08] The architecture has really started to nail it in my opinion. Advance Planning staff also likes the design. We like the patios and deep reveals they create; the way you've pushed the siding elements behind the more monolithic stucco elements; the new design for the corner that uses one primary material (brick) to highlight the corner's importance with the modern quoin detail to relate to the CSU iconic entry features; the flared and cantilevered roofs, the blond brick parts of the street level facades to give bases to the vertical elements and variety for pedestrian interest; the general massing and balance of the design and materials; and that it is complementary to the context by contrast. It is modern yet sensitive to its site and context. Provide an exhibit to Dana Leavitt and Tim Buchanan for evaluation. A meeting should be held to review the grading plan and impacts of adding concrete paving over root systems of the existing trees. [9/4/08] Tree protection methods for existing significant trees has to be developed and approved by Tim Buchanan, City Forester and Dana Leavitt, Environmental Planner. Response: spot elevations have been added to all trees to remain. The following is email correspondence between JSD and the City regarding the outcome of the meeting held on 12131108 with Tim Buchanan and is included for your reference: "Tim Buchanan, Dale Young, and JSD met on 12131108 on -site to review the concerns related to tree protection at The Oval Flats. We discussed with Tim the trees that were to remain and the soils report recommendations, grading around the base of the trees, appropriate tree protection measures, and mitigation possibilities. After closer inspection, it appears that we will only be saving the northern most Ash tree on Howes Street (as well as all the trees in the parkway along Laurel). The Elm at the corner of Howes and Laurel is in pretty rough shape and can be removed without mitigation. Tim and the City crews will remove this tree. Department: Current Planning Issue Contact: Anne Aspen Topic: Lighting Plan Number: 91 Created: 12/17/2008 [12/17/08] The lighting levels at the street are very bright. 2-4 footcandles should be more than adequate in this primarily residential area. Penny Flats downtown is about 3fc. Check it out in the evening for comparison. Response: The lighting levels at the street have been reduced. The average FC for the parking lot and walks is 0.6FC. Even the cutoff fixture which is not available yet would not meet our requirements that the fixture be down directional and full cutoff.
