Page 5 of 5 • 3.5.1 Building and Proiect Compatibility Upon reviewing Section 3.5.1 (A) — (G) for building and project compatibility, the proposed building and site are in compliance with the applicable standards. The facade will upgraded in several fashions. The split face block will be painted and new windows on the west, south and north faces will be added, to bring natural light into the work spaces and enhance the fagade. On the west fagade and new entry component will dramatically upgrade the main entry to the building, creating a dynamic corporate identity for the site. 3.6.4 Transportation Level of Service Requirements The proposed and existing plans comply with the applicable standards. The proposed use will have less traffic than a large retail establishment. The trips per day will greatly decrease the burden on the surround transportation infrastructure. All required submittal items specified on the submittal check list has been included in the submittal. Page 3 of 5 • Article Five of the Land Code defines Light Industrial as: Light industrial shall mean uses engaged in the manufacture, predominantly from previously prepared materials, of finished products or pants, including processing, fabrication, assembly, treatment, packaging, incidental storage, sales or distribution of such products. Further, light industrial shall mean uses such as the manufacture of electronic instruments, preparation of food products, pharmaceutical manufacturing, research and scientific laboratories or the like. Light industrial shall not include uses such as mining and extracting industries, petrochemical industries, rubber refining, primary metal or related industries. Midtown Commercial Corridor Study The main conclusion of this study undertaken by the City of Fort Collins is that along South College Avenue, there is 665,000 sf of vacant retail facilities. It is recognized that these facilities may never have all retail back in them. With the urgent need to revitalize and renew the area, what better way to do it than a wise action plan is to allow a small component of diversity of use into the area, especially in a facility that is sited over 500' from the main commercial corridor. 1.3.4 Addition of Permitted Uses • (A) Required Findings. In conjunction with an application for approval of an overall development plan, a project development plan, a final plan or any amendment of the foregoing, and upon the petition of the applicant or on the Director's own initiative, the Director (or the Planning and Zoning Board as specifically authorized and limited in paragraph (B) below may add to the uses specified in a particular zone district any other similar use which conforms to all of the following conditions: (1) Such use is appropriate in the zone district to which it is added; We believe the Research and Development (R&D) component of the company is an appropriate use in the 'C' district. The past tenant already operated a portion of the business as Light Industrial by warehousing products. The R&D component is a much less intense use than other allowable uses in space per employee, and less traffic generation. (2) Such use conforms to the basic characteristics of the zone district and the other permitted uses in the zone district to which it is added; The R&D component does conform to the zone district and other permitted uses. The employees that work in this area will show up at the corporate office and come through the front door like any other office user. (3) Such use does not create any more offensive noise, vibration, dust, heat, smoke, • odor, glare or other objectionable influences or any more traffic hazards, traffic generation or attraction, adverse environmental impacts, adverse impacts on public or quasi -public facilities, utilities or services, adverse effect on public health, safety, morals or aesthetics, or other adverse impacts of development, than the amount • • • September 1, 2010 City of Fort Collins Planning Department Ted Shepard 281 N. The property is located at 120 Bockman Drive, also known as Tract 'B' of the Toys 'R' Us / Western Auto PUD. The PUD was approved in 1991 as a replat of six lots in Observatory Heights. The property has been vacant since Toys 'R' Us relocated to their new store in Front Range Village. The building is located approximately 515' from the east ROW line of South College Avenue. There is an Auto parts store that is located between the South College Avenue and the Toys 'R' Us property, so the site is not directly located on South College Avenue, therefore making it a secondary retail location.
