The South Fort Collins Sanitation District has reviewed the above mentioned project and submit the
following comments.
The Harmony Technology Park 4`h Filing has not been approved. The sanitary sewer facilities
that are shown as existing may change.
The District will provide additional comments with the submittal and review of the final
construction drawings.

[8/22/08] Several of the storm sewers that are routing street(public) water are being placed
in the street and then onto private property. A determination needs to be made on who
maintains the storm sewers on private property and on placement of these storm lines in the
best location possible for future maintenance and/or replacement. The City does maintain
storm sewers on private property within a drainage easement dedicated to the City, although
the City may not want to maintain storm sewers that are in the proximity of site
improvements or landscaping that may be costly to remove if required to when maintenance
is needed.

[8/22/08] Please clarify in the text of the drainage report that the 5th filing, with some of the
sub -basin changes, is still meeting the ODP drainage master plan and give the total release
for all the outfalls of the site and the site overall.

[8/4/08] The developer will need to coordinate electric development charges and installation
of the electric utility facilities with Light & Power Engineering.

Light & Power. The developer would pay the cost of installation, plus a contract will need to
be signed agreeing to pay the monthly energy and maintenance costs.

08. The planned streetlights will need to be shown on the landscape plan, and street tree
locations adjusted to provide a minimum of 40 feet clearance between lights and trees (15

[8/26/08] Due to an internal routing error, Traffic Operations did not receive the Roundabout
Design Report from ELB Engineering. This error has been corrected and Traffic Operations
is now reviewing this document. Comments on the roundabout design and data submitted
to support design are forthcoming.

Southbound through lane does not align fully.

taper, transition, etc. Current design seems to fade into the turn bay which does not give
good visual cue to approaching motorists of street configuration changes.

[8/20/08] The roundabout appears to measure out larger than the roundabout within Front
Range Village, I'm curious to know if the additional width is needed. From a volume
perspective, I'd assume less trips will occur here than through Front Range Village. (After
conversation at staff review I will defer to traffic engineering for geometric design of the
roundabout, though please provide turning template information as further information
regarding the design). `

Timberwood right-of-way would need to be vacated prior to this plat recording.

1. Boundary and legal descriptions close, though several typos and reception numbers do
not match.
2. Lady Moon Drive (not Ave.) (& not Cambridge) for the north south street.
3. Preliminary plat looks good.
4. Several reception numbers missing (left blank) on plat.

[8/22/08] Please note that Engineering has now begun the process of recording
development agreements at the County. We will be requiring the development agreement
for this project to be recorded at the County and recording fees will be assessed to the
Developer.

[8/22/08] The development agreement for the 2nd Filing of Harmony Technology Park
specified the site contributing towards the cost of its pro -rate share towards the construction
of an additional left turn lane from southbound Ziegler to eastbound Harmony. With the H-
Zip project recently constructing this, the City will be finalizing costs to breakdown
responsibilities towards this construction between various development, including Harmony
Technology Park. City Street Oversizing (Matt Baker) will look to finalize the project's
responsibility within the week.

[8/22/08] On the plat, please remove "pedestrian" in instances where "pedestrian access" is
shown. Access easement suffices.

[8/22/08] In verification with the City's Pavement Management Engineer, should the
developer elect to build concrete streets, street cuts within a 5 year period that would
normally incur street cut penalty fees (for asphalt) would not be assessed (provided street
cuts were replaced with concrete pavement from joint to joint). Street cut fees would still be
assessed in accordance to our excavation permit standards based on patching size, but no
penalty fees would be levied.

[8/19/08] The west leg of the roundabout intersection may or may not be developed as a
public street (Timberwood) depending upon the proposed development. Please reduce the
amount of right-of-way being dedicated for the west leg of Timberwood to the back of the
crosswalk. Also does this west leg need to be built at this time west of the crosswalk?

[8/19/08] There are several instances of utility crossings that are shallow as shown on the
centerline profiles (which would be more problematic in the flowline). The lack of cover over
the utility crossings of the public streets needs to be addressed. Perhaps concrete streets
should be looked at.

[8/19/08] Does the median on Technology Parkway south of the private drive seem slightly
too wide? It seems to create some deflection for through movements.

[8/19/08] The TDR fee was apparently not correctly calculated. The Engineering
Development Review Manager calculates an additional $13,029.75 required. (The assumed
$800 amount is for vacating right-of-way, not for a PDP).

[8/19/08] Similar to the 4th Filing, local street portion costs for Harmony Road will be
needed in lieu of the design and construction of Harmony Road with the project. Note the
comment below taken from the 4th Filing:
"[7/15/08] As a heads -up Engineering staff has begun the process to coordinate the
elements of analyzing local street portion obligations for Harmony Road as well as design
costs for Harmony Road which would be funded by the applicant for the property's frontage
along Harmony Road."

[8/19/08] There appears to be offsite easements required from Harmony Technology Park
1 st Filing. A letter of intent from this property owner is required prior to a hearing for this
project.
