The proposal will continue to comply with the standards set forth in Section
4.8(E) Dimensional Standards.

3. Article 3 of the Land Use Code — General Development Standards
The Project Development Plan complies with all applicable General Development
Standards. The proposed bed & breakfast will occupy the structure that currently
is a single-family detached dwelling. The only physical changes to the site that
are being proposed are the removal of the north wall of the existing garage on
the north end of the property to create a covered guest parking space from the
existing alley and paving on the east side of the garage for 1 on -site handicapped
parking space. The total of 3 on -site parking spaces is sufficient to satisfy the
parking requirements for the bed & breakfast containing 2 guest rooms. The
street, alley, utilities, and landscaping (trees and shrubs) are all in place and
mature.
Neighborhood Information Meeting
The Camellia's Bed & Breakfast (312 East Myrtle Street), PDP contains a
proposed land use that is permitted as Type 2 use, subject to a Planning &
Zoning Board review. The proposal is for a change -of -use from an existing
single-family detached dwelling to a bed & breakfast containing 2 guest rooms
(fewer than 6 beds). A neighborhood meeting is required for a Type 2 use and a
meeting was held on August 14, 2008. Residents from 7 properties in the
neighborhood were present at the meeting. There were no significant concerns
expressed regarding the proposed bed & breakfast containing 2 guest rooms on
the property.
FINDINGS OF FACT/CONCLUSIONS
After reviewing the 312 East Myrtle Street, Project Development Plan, staff makes the
following findings of fact and conclusions:
The proposed change -of -use from a single-family detached dwelling to a bed &
breakfast with fewer than 6 beds is permitted in the NCM - Neighborhood
Conservation, Medium Density Zone District of the Land Use Code.

COMMENTS:
Background
The surrounding zoning and land uses are as follows
N: NCB: existing church, offices, single-family residential (original City of
Fort Collins plat);
E: NCM: existing single-family residential (original City of Fort Collins plat);
W: NCM: existing single-family residential (original City of Fort Collins plat);
S: NCM: existing single-family residential (original City of Fort Collins plat).
This property is part of the original plat of the City of Fort Collins of January,
1873.
2. Division 4.8 of the Land Use Code Neighborhood Conservation Medium Densitv
Zone District
The proposed change -of -use from single-family detached dwelling to bed &
breakfast containing fewer than 6 beds is permitted in the NCM - Neighborhood
Conservation, Medium Density District, subject to a Planning & Zoning Board
(Type 2) review. The purpose of the NCM District is:
Intended to preserve the character of areas that have a predominance of
developed single-family and low- to medium -density multi -family housing
and have been given this designation in accordance with an adopted
subarea plan.
This is set forth in Section 4.8(13)(3)(c) of the LUC. This proposal complies with
the purpose of the NCM District as the property owner/operator is proposing to
change the use from a single-family detached dwelling to a bed & breakfast with
2 guest rooms (fewer than 6 beds) in the existing residential structure. The owner
will be the on -premise innkeeper / proprietor. The owner proposes no changes to
the exterior of the primary structure; however, the north wall of the existing
garage on the alley will be removed to create a covered guest parking space
from the alley and the ground surface on the east side of the garage will be
paved to create 1 on -site handicapped parking space. The existing character of
the neighborhood will be preserved with the change -of -use on this property.
The proposal will continue to comply with the standards set forth in Section
4.8(D) Land Use Standards.

This is a request for a change -of -use from a single-family detached dwelling to a bed &

property is located on the north side of East Myrtle Street between Mathews Street and
