Dear Mr. Hemmelgarn,
This letter is with regards to the Water's Edge at Richard's Lake, Project
Development Plan - #58-86J that recently went through the City of Fort
Collins, Colorado development review process. The development proposal is for
393 residential dwelling units (single-family detached, single-family attached,
and multi -family) and a community center on 108.45 acres located at the
northwest corner of Turnberry Road (formerly County Road 11) and
Brightwater Drive in northeast Fort Collins. The property is located in the LMN
- Low Density Mixed -Use Neighborhood and UE - Urban Estate Zoning Districts
in the City. The City of Fort Collins Planning and Zoning Board, as the decision
maker on the PDP, approved the Water's Edge at Richard's Lake, Project
Development Plan on January 18, 2007.

Attached is the approval letter for Water's Edge at Richard's Lake, PDP - #58-86J. We typically don't
send out approval letters, except upon request. I have already sent this letter to Joe Hemmelgarn and I will
hard -copy it to you so that you have it on our letterhead.
