[12/15/08] Please consider adding additional bicycle parking spaces in front of the retail spaces
along Howes and Laurel. One way this can be accomplished is with a rack and concrete pad
located in the parkway.

Topic: Landscape Plan

[12/18/08] Are the trees on Laurel existing or proposed? If proposed, adjust locations to

[12/16/08] The water service sizing calculations are needed soon to determine the size of the
water service for the residential portion of the building. If a 3-inch service is needed, the meter
vault is approximately 8 feet by 10 feet which will affect site layout.
[9/2/08] Provide water service sizing calculations for review.

[12/17/08] TDRF review fees were still calculated incorrectly. It appears that you still owe
$163.25 based on our calculations. I have attached a summary of our calculation with the
redline comments. Please contact me if you have any questions. Otherwise, please provide a
check for this amount prior to scheduling a hearing. Thank you.

[12/17/08] It appears that you have shown all of the down spout roof drain outlets going
internal into the parking lot but it's still a little unclear. Please either add the symbol IDS to the
legend on the cover sheet or provide a note on the Grading Plan that states that no roof drain
outlets are proposed on Laurel or Howes that will drain across the sidewalk.

[12/17/08] 1 do not have any issues that would prevent this project from proceeding to a
hearing. All current issues can easily be addressed at final compliance except for the short
TDRF payment which should be provided prior to hearing.

[12/17/08] 1 can see some potential conflict in the access point to the parking from the alley
with the garage and other alley to the west. I know you've worked very hard to arrange the
parking to fit in there. Could it work to locate the opening so that it aligns with the alley to the
west?
Department: Current Planning Issue Contact: Anne Aspen
Topic: Lighting Plan
Number: 91 Created: 12/17/2008
[12/17/08] The lighting levels at the street are very bright. 2-4 footcandles should be more than
adequate in this primarily residential area. Penny Flats downtown is about 3fc. Check it out in
the evening for comparison.
Number: 92 Created: 12/17/2008
[12/17/08] Unfortunately, the Mel Northey fixtures you have chosen are not compliant with our
standards. Even the cutoff fixture which is not available yet would not meet our requirements
that the fixture be down directional and full cutoff. If you are looking for a full cutoff fixture that
has that nostalgic effect, you might consider contacting our Light and Power or Engineering
staff to ask what they used in the North College Improvement Project. You can see the fixtures
I'm talking about just north of our building on both sides of the road to the river. The element is
completely shielded and only reflected light shines out.
Number: 93 Created: 12/17/2008
(12/17/08] The parking garage lighting fixture also does not meet our standards. The lens
must be flush with the fixture housing. Please choose a can or flush lens unit to reduce glare.
Topic: Photosimulations
Number: 90 Created: 12/17/2008
[12/17/08] The architecture has really started to nail it in my opinion. Advance Planning staff
also likes the design. We like the patios and deep reveals they create; the way you've pushed
the siding elements behind the more monolithic stucco elements; the new design for the corner
that uses one primary material (brick) to highlight the corner's importance with the modern
quoin detail to relate to the CSU iconic entry features; the flared and cantilevered roofs, the
blond brick parts of the street level facades to give bases to the vertical elements and variety
for pedestrian interest; the general massing and balance of the design and materials; and that it
is complementary to the context by contrast. It is modern yet sensitive to its site and context.
Department: Environmental Planning Issue Contact: Dana Leavitt
Topic: General
Number: 43 Created: 9/4/2008
[12/18/08] Add spot grade elevations to all trees that are remaining. Provide an exhibit to Dana
Leavitt and Tim Buchanan for evaluation. A meeting should be held to review the grading plan
and impacts of adding concrete paving over root systems of the existing trees.
[9/4/08] Tree protection methods for existing significant trees has to be developed and
approved by Tim Buchanan, City Forester and Dana Leavitt, Environmental Planner.
Number: 94 Created: 12/18/2008
[12/18/08) Add tree protection fence locations around all trees that are remaining on the
Demolition Plan, the Site Plan and the Grading Plan.

[12/19/08] The only pre -hearing issue you need to address is Dana's comment about tree
protection. Once you have met with Dana and Tim and arrived at a plan for tree
protection during construction, please let Steve Olt, your new planner know and he will
schedule your administrative hearing. After your hearing, assuming the project is
approved, your next step is Final Plan review. Steve can work with you on what you'll

Hi Kevin,
Attached are the comments from Wednesday's staff review. I've attached a word document that you can
use for your responses when you get to your Final Plan submittal. The signed hard copy, along with all of
the redlines, are at our pick-up counter.
Once you have addressed the one pre -hearing issue, you will be ready to schedule your administrative
hearing with Steve Olt, your new project planner. I've copied him here so you'll have his email in case you
don't already have it.
It's been wonderful working with you and I wish you smooth sailing on Oval Flats from here out. I hope our
