The sign detail that was submitted in the PDP phase should be included, I did not see it in the FDP submittal. Please address or refresh any past conversation on the issue. 10/04/2012: Plantings near the driveway seem acceptable except have concerns with one tree, the Skyline Honeylocust. The following description From the US Forest Service Fact Sheet ST-282 is of concern: "Trunk/bark/branches: droop as the tree grows, and will require pruning for vehicular or pedestrian clearance beneath the canopy;". It looks close enough to be a possible sight distance issue as well as possibly being a problem for the nearby sidewalk. I'm unable to attain Tim Buchanan's or Ralph Zentz's input on the choice and location at this time (both are out) but would like their input before finding comfort in the choice. 08/08/2012: Please provide names of plantings near the Linden access so we can verify plant type will not cause sight distance issues on the sidewalk or on Linden St./2013: Department: Water -Wastewater Engineering Contact: Roger Buffington, 970-221-6854, rbuffington fcgov.com Topic: Construction Drawings Comment Number: 1 Comment Originated: 05/28/2013 05/28/2013: Label valve , fittings, etc. at the fire line connection. The status on whether this area should be in an access easement should be confirmed and coordinated. It would seem to make sense that this area has the access easement designation since it connects to a pedestrian path on City property. Comment Number: 6 Comment Originated: 05/29/2013 05/29/2013: I'm understanding from Emma McArdle with Transfort that the bus stop, trash receptacle, and bike racks are considered City/Transfort appurtenances, but will be installed and maintained by the Developer. We may want to place language in the development agreement for future reference on how the installation and ongoing maintenance of the City/Transfort appurtenances will be that of the Developer. Final confirmation of this would be from Emma. Per our conversation during the field meeting on May 9th, construction timing and methods in the river must be addressed. Construction in the river, including the placement of diversion structures, must not be conducted during flood season which is April 15-end of September. This will be a condition of the floodplain use permit and will also be included in the development agreement. The site plan shows the sidewalk across the driveway to be colored concrete. The specifications of this should be also shown on the construction plan set. Comment Number: 10 Comment Originated: 05/29/2013 05/29/2013: Indicate that the pavement detail on the details sheet is for private areas only. Comment Number: 11 Comment Originated: 05/29/2013 05/29/2013: Please provide additional information (such as cross sections) for Linden Street to show how cross slopes will be for the widening of the inset parking and how cross slopes tie into existing. Topic: General Comment Number: 1 Comment Originated: 05/29/2013 05/29/2013: Is the "River District Block One Mixed Use Bank Stabilization" plan set intended to be part of the construction plan set and signed by the City, or is it intended to be its own set? It would seem to make sense to combine this into the construction plan set. Comment Number: 2 Comment Originated: 05/29/2013 05/29/2013: The Engineering Construction Inspection Manager, in reviewing the amount, location, and spacing of the street cuts to Linden Street as a new street, is requiring that Linden Street be milled and overlaid full width from patch to patch (and would waive the pavement impact fee that would be levied). Comment Number: 3 Comment Originated: 05/29/2013 05/29/2013: The location of the grease trap appears to have been moved from under the patio (where an easement for the encroachment is ongoing) to further out into the right-of-way. Concerns weren't previously raised about the location of the grease trap since it would be located where an easement is intended to be granted. The grease trap should be placed back in its previous location under the patio. (Note that the "Garage Level" of the building floor plans shows the grease trap within the patio area.) Comment Number: 4 Comment Originated: 05/29/2013 05/29/2013: In addition to the easements on City property/right-of-way, we'll need to be sure that an easement from Ranch -Way Inc. is provided prior to approval of the plans. I'm not necessarily seeing the easement from Ranch -Way needing to be an easement dedicated to the City, however we should review a draft of the easement language. At the staff review meeting it was brought up that an easement was provided from Ranch -Way prior to hearing. I was recalling that it was a letter of intent to grant an easement, but not an actual easement. I'm unable to locate the document. Can a copy of the document be provided for verification if an actual easement or intent to grant an easement was completed? Comment Number: 5 Comment Originated: 05/29/2013 05/29/2013: The construction plans show the dedication of a drainage and access easement dedicated along the eastern boundary of the site that incorporates the pedestrian path that traverses the eastern boundary and connects to the path built on City property. The plat and site plan has this area indicated as a drainage easement only and not also an access M Ctyof, 161ft Cottins Community Development and Neighborhood Services 281 North College Avenue PO Box 580 Fort Collins, CO 80522 970.221.6750 970.224.6134 - fax fcgov. corn/de velopmentreview May 31, 2013 RE: River District Block One Mixed Use -Encompass, FDP130015, Round Number 1 Please see the following summary of comments from City staff and outside reviewing agencies for your submittal of the above referenced project.
