neighborhood. The FCPD has apparently been unable to do anything to help address
these problems, so we are left on our own to deal with these frequent invasions.
3. The proposed 5 foot landscaping buffer on the north side of our building (which is on a
zero lot line) is completely inadequate.

I am one of the owners of the Clocktower Square property located at 323 S. College
Avenue and I also serve as the building manager for the owners. In the 1980s I served two 4 year
terms on the Fort Collins Planning and Zoning Board, including 3 years as Chairman. I am
writing to express my strong objection to the proposed development on behalf of the Clocktower
Square ownership group.
The proposed development of a 24/7, 7-11 store at this location is fundamentally
incompatible with the neighborhood and the surrounding uses. This site is surrounded by
professional office uses and Wells Fargo Bank. Other specific problems with this development
proposal include:
1. This is a small lot and putting a 7-11 store on it will be a very tight fit. There is little
room for appropriate entry and exit from southbound College Avenue and westbound
Magnolia Street. There is no doubt that the result will be significantly increased traffic on
the north / south alley immediately to the west of the Clocktower Square property. This
will have a very negative impact on all property owners in the block.
2. This type of use, coupled with 27/7 hours will make a bad situation worse. The
Clocktower Square property suffers from vandalism on a regular basis. Most often this
occurs late on Friday nights and Saturday nights — no doubt the result of intoxicated
young males walking home from the bars. This has included intentional breakage of
windows, graffiti placed on numerous exterior walls, damage to signs, stealing signs, and
generally trashing the property with litter of all types. We are required to maintain a night
security guard to help mitigate this problem. This will become much worse with the
