We are very concerned about the student housing project proposed for 1305 Springfield Drive for a number of reasons, including but not limited to: 1. The proposed building plan does not provide enough parking spaces. CSU students regularly fill up Springfield Street during school days. The students living at 1305 Springfield would be forced to take the Springfield Drive street parking, forcing the day students and others onto Bennett Road. This is of particular consequence when Bennett School parents come to pick up and drop off their children. The parking situation would cause both an undue nuisance and hazard for the young children, the parents, the neighbors and the CSU students parking on the street. 2. Off -campus student housing situated in a residential neighborhood and adjacent to an elementary school is untenable. Past history in Ft Collins makes it clear that off -campus student housing has brought unacceptable behavior to quiet neighborhoods. Further, is it worth the risk to potentially expose such behavior to young children at an elementary school and the surrounding area? The situation has potential physical ramifications as well as likely examples of bad behavior for young and impressionable children. 3. A three story building is proposed. It is not compatible with the neighborhood as there are no other three story buildings in the neighborhood. Also, windows in back of the building would look down on the houses on Bennett Drive. This would invade the current homeowners' right of privacy and dramatically impinge upon, and in fact destroy, the existing character of the community 4. No buffer is planned between the Springfield Drive project and the existing houses on Bennett Road. Should the student housing project be developed, some substantial and tasteful sight and sound buffer that is compatible with the existing neighborhood should be imposed to block the view into the Bennett dwellings, as well as buffer the inevitable noise coming from the complex.
