Dear Ms. Levingston,
My name is Karla Cummings and I live at 1213 Springfield Drive.
I've lived in my home for 27 years and even though I didn't know the Carlson's, I always had a feeling
of 'Welcome home" when I walked down Springfield Drive. I've seen a lot of changes, fiat the one
constant has been the down home charm at the east end of my street. It's a bit of country charm in
the middle of the city. I'm terribly dissappointed that that era has past and housing students is now the
focal point of this city.
If Mr. Bailey's project is approved, I fear the country charm will be destroyed and replaced with noise
and congestion. If this project is approved and Mr. Bailey doesn't have to provide off street parking for
EACH of his residents, the safety of bicyclists is at risk. The safety of the bicyclists that come down
Springfield on a daily basis will be threatened by the bumper to bumper parking. Springfield Drive is
also a secondary route for school busses. Since the beginning of 2012 there has been 4382 bicyclists
during 3 separate 7- day periods. That is an average of 208 bicycles per day. Thomas Edwards of the
Fort Collins Bicycle Coalition counts the bikes on various streets around Fort Collins. He counts the
bikes from 7 am to 7 pm Sunday through Saturday. These totals were from Winter, Summer and Fall
2012. 1 don't have the spring 2012 count. We have no bicycle lanes on the street and many times it is
impossible to make turns at the comer of Springfield and Shields. The bicycles line up across
Springfield waiting to all go at the same time when the traffic on Shields allows. How about putting in
an over or under pass to cross Shields? Getting out of my driveway is a challenge at times with the
student parking as it is now. However, if we have bumper to bumper parking all day and all night, the
challenge will be intensified. I cannot see through the windows of tinted cars and trucks nor can. I see
over them. The popularity of skateboarding used as transportation is growing fast. Their safety is also
at risk. It would be most helpful if the city would paint center stripes on Springfield. At least the drivers
would know where they should be driving.
I don't think Springfield Drive can safely support the car/school bus/truck, bicycles, pedestrians and
parked cars on a full time basis. I think it will destroy my residential street and neighborhood.
This project, if allowed, is much too large for Springfield and Shields streets to accommodate safely. I
firmly believe that three story buildings are too tall for my neighborhood. There are no other three
story buildings around. This residential area is composed of one and two story structures. For
everyone's safety, I think the parking lot entrance should be further east on Springfield. Perhaps
between the 2 buildings the face Springfield or better yet, exit onto Shields.
I believe a complex this large warrants the necessity of an in house manager at all times. After all,
many of these are students have never been away from home before and are anxious to spread their
wings. They very likely are coming from their freshman year in resident halls on campus and could be
as young as 19. While the law says. they are adults, we have seen in the past what happens when
