PARK THIRD FILING, SECOND REPLAT (CUSTOM BLENDING) - PDP/FDP - FDP130021 - CORRESPONDENCE - (4)Planning/Development Review Schedule: The Planning and Development Review schedule is dependent on several factors, including the pace of your development team's submittal and response to comments. The City of Fort Collins' Planning Department has evaluated the potential project as described and developed the following draft schedule. The schedule includes three different development review scenarios, which may or may not be applicable. This schedule commits to two week turn review on all submittals, which is a decrease from the standard review and a conceptual review hearing on April 22, 2013 (materials due: April 12, 2013). In addition, it assumes two rounds of review for each submittal (PDP/FDP), which may be reduced based on the overall quality of the submittal and compliance with code. ■ Scenario 1— Assumes development on an adjacent site to the existing facility, as either an addition or stand-alone building. This scenarios requires a Type I public hearing before an administrative hearing officer. ■ Scenario 2 — Assumes development on a parcel removed from the current site. This scenario requires a neighborhood meeting and a public hearing before the Planning & Zoning Board. ■ Scenario 3—Assumes expansion on the current site and within the boundary of the current site. This scenario only requires administrative review and does not require a public hearing. Please note that a building permit may be processed concurrent to the Final Development Plan (FDP) submittal. Finally, the Planning Department is willing to hold a special conceptual review hearing for your project as soon as April 1, 2013. However, your development team would need to submit materials no later than March 25, 2013. This would effectively advance the schedules below by up to three weeks. ("CB") in support of the Fort Collins, CO manufacturing facility expansion. The following terms provide an outline for a formal Business Assistance Agreement between CB and the City portions of which will require majority approval by City Council. City Commitments: 1. A rebate of 2.25% of the 3.00% use tax paid on eligible equipment purchased from non -Fort Collins vendors for use in CB's to -be constructed facility, specific terms in regard to payment timeline are to be determined and subject to City Council approval. 2. A 10-year rebate for 50% of the City's personal property mill (City of Fort Collins total mill = 9.797) for personal property related to the expansion project, subject to City Council approval. 3. Use of a portion of the City's private activity bond allocation for financing of the project. The City received $6.9 million in allocation for 2013 and will reserve a portion for this project, subject to authorization by City Council. 4. The City of Fort Collins does not make a practice of waiving of rebating Capital Expansion Fees or Development Fees and therefore are not included in this package. Custom Blending Commitments: 1. Completion of the Business Assistance Request Application within 14 days of conceptual review (May 6, 2013); 2. Commitment to current level of employment at 37, with an additional 28 new jobs added by December 31, 2014; 3. Commitment to separate reporting for the use tax rebate request; and 4.
