For westbound Stuart Street at the traffic signal on Lemay, there is a very short left turn green phase such that only a few cars can get the benefit of a protected left turn. A. Response from City Traffic Engineer: We have a camera that monitors the intersection so we can track the volume from all directions at any time of day. Since we do not want southbound drivers to make the illegal left turn at the pork chop island, we would be interested in giving more green time to the westbound left turn on Stuart Street. This extra green phase for protected left turns will come at the expense of north and southbound traffic on Lemay Avenue which is a heavily traveled arterial street. But, with the detection technology, we can extend this green phase only for timeframe when the school is letting out in the afternoon. As noted earlier, this time is not the same time as peak travel on Lemay Avenue. In our opinion, this would be the best approach but we may not introduce this until school starts up again in August. 4 prohibition. Our experience is that a concentrated level of enforcement will influence driver behavior. Southbound drivers should use the traffic signal. 9. There is trespassing on to the Stuart Professional Park property. A. We are concerned about trespassing and will talk to our students about appropriate behavior once they leave campus. 10. Will you be adding a cross -walk between the existing school and child care building? A. We can look into that. 11. Do you have "No left turn" signs at the pork chop island? A. Yes, we have installed two "No Left Turn" signs. Both signs are large and visible. 12. 1 live in Parkwood and I'm concerned about parking in the neighborhood and pick up and drop off traffic. A. As we have discussed, like all schools, we try to control our drop-off traffic in the morning and pick up traffic in the afternoon. Generally, we think we do a pretty good job of informing parents and students on how to circulate through the site. We will be picking up 19 spaces from the child care facility. And, the traffic associated with the child care facility will be eliminated. Also, note that we stagger our afternoon pick up time so that grades K — 6 get out at 2:45 p.m. and grades 7 —12 get out at 3:00 p.m. 13. Will the building become more energy efficient? A. Yes, especially with the new windows. 14. Will the new parapet wall conceal the roof -top equipment? A. Yes, that is the specific intent on raising the parapet wall. 15. Will you be keeping the solid wood fence? Our preference is that the solid wood fence remains for privacy. 3 2. Will there be any increased enrollment due to this expansion? A. No, the proposed expansion is primarily focused on serving our existing students in the high school grades. We do not intend to raise our allowable enrollment of our Charter. 3. Will you be purchasing the building? A. Yes. 4. The parking is terrible. If you are increasing enrollment, it will just make it worse. A. As mentioned, we do not anticipate an increase in enrollment with this addition and, relative to other schools; we don't have a high percentage of student drivers. We are aware that there is some traffic congestion in the afternoons but the traffic seems to dissipate once all the students are picked up and after our student drivers depart. Also, this traffic does not coincide with the peak traffic time. This level of traffic is typical for schools all over the City. We will continue to work with our neighbors to make sure that any problems are addressed. 5. The circulation and parking are a problem. I have an office at the Stuart Professional Park and see about a dozen or so Ridgeview school folks using our parking lot, mostly in afternoons. A. We will work with our parents and student drivers and emphasize that they are not to use the parking lot in Stuart Professional Park. 6. Regarding the Transportation Impact Study, now would be the time to refresh the data and re -analyze the site. The school needs to improve circulation with the conversion to classrooms. 7. The left -out turn to exit from the site at the location of the raised concrete pork chop island to go southbound on Lemay is dangerous. B. Enforcement is needed to control this left turn exit to southbound Lemay. A. Response from Joe Olson, city traffic operations engineer: The City is aware of the traffic concerns at this school and the congestion in the area and the impacts on the Lemay Avenue / East Stuart Street intersection. We can step up enforcement at this intersection to enforce the no left turn 2 NEIGHBORHOOD MEETING SUMMARY PROJECT: DATE: APPLICANT: CONSULTANTS: CITY PLANNER: CITY TRAFFIC ENGINEER Ridgeview Classical School Expansion April 29, 2013 Ridgeview Classical School Michelle Fisher, Neenan Company Ted Shepard, Chief Planner Joe Olson, Traffic Operations Engineer The meeting began with a description of the proposed expansion. As proposed, the intent is to convert the existing Little Bears Child Care facility, located next door at 1900 South Lemay Avenue, into an expansion for Ridgeview Classical School by remodeling the interior into classrooms serving grades 7t' through 12cn The exterior of Little Bears would be remodeled to include new windows and a new parapet and to more closely match the existing school. The Little Bears building contains 7,500 square feet and 19 parking spaces. There would be no changes to the total square footage and no changes to the existing parking lot. The existing playground would be converted to a grass lawn. Ridgeview Classical School presently serves 754 students in grades kindergarten through 12th. The primary purpose of the expansion would be to serve the existing enrollment. As with all public and public charter schools in Fort Collins, this expansion would be processed as a Site Plan Advisory Review per Colorado State Statutes. QUESTIONS, CONCERNS, COMMENTS 1. What work will be done on the exterior? A. We plan on upgrading the exterior by removing the existing false mansard roof and replacing it with a simple vertical stucco parapet. The parapet will be raised above the roof line to screen the roof -top mechanical equipment. We will be adding a new roof and replacing the windows. We will also be adding a new entry vestibule and modifying two existing concrete stoops to meet ADA requirements.
