Answer: There cannot be drive-thru uses. However, fast food restaurants (without drive-in or drive-thru facilities), like those in the Harmony Center (at the northeast corner of South College Avenue and East Harmony Road), are permitted in the Neighborhood commercial District. 36. Question: Did the City determine that there could or should be 2 supermarkets within 1 mile of one another? Answer: City Council did approve the rezoning of a portion of that property at the northwest corner of South College Avenue and Trilby Road to NC - Neighborhood Commercial, which would allow a supermarket there. 37. Comment: That fellow up there taking notes (referring to the City planner) said 3 times during the meeting that the traffic on Avondale Road is not the City's problem. Response: "That fellow up there" responded by saying that is not the case and that he said no such thing. 38. Question: Do you know if the property values will be adversely affected by this supermarket? Answer: Someone in the audience said that, based on their experience somewhere else, the addition of a walk -to supermarket actually increased property values. [7 28. Question: Is the supermarket going to operate 24 hours a day and how many parking spaces will there be? Answer: The King Soopers Supermarket will operate 24 hours a day and we have not yet determined the number of parking spaces needed. 29. Comment: I'm not totally against the King Soopers store. Traffic is my big issue. The City should not be totally responsible for the speeding cars on Avondale Road. The developer needs to take responsibility, also. 30. Question: Why can't King Soopers take responsible for street improvements to help with existing traffic issues. Answers: This is something that can be discussed further. 31. Comment: We need another neighborhood meeting. The 1,000 foot notification distance is not sufficient. I can throw a rock that far. 32. Question: Are there restrictions for commercial vehicles on local streets? Answer: No, there are not. 33. Question: Will there be another meeting like this one tonight? Answer: We have no objection to doing a follow-up neighborhood meeting and expanding the notification mailing list. The second meeting could occur shortly after the development proposal is submitted to the City for review. 34: Comment: Our problem seems to be primarily with the city and their decisions to zone the City to allow whatever they want on any particular property. 7 23. Question: Please address the status of County road 32 between South College Avenue and South Lemay Avenue. Answer: A portion of County Road 32 is in the City and a portion may still be in Larimer County. The timing for improvements to this road is not yet determined. There have been discussions with the County already and there will be further on -going discussions when the project is submitted to the City for review. 24. Question: Who do we contact with the City and the County with questions about County Road 32 improvements? Answer: Please contact Roxanne Hayes with the County Engineering Department and Sheri Wamhoff with the City Engineering Department. 25. Question: Why were only some people, and not all, in Ridgewood Hills notified of this meeting? Answer: The City's notification requirement for this type of project is a minimum of 1,000 feet in all directions from the property to be developed. The City Planner had the applicant prepare a list of affected property owners for a distance of 1,200 feet to 2,300 feet, depending on the direction. To the north and west the distance used was 1,200 feet to 1,550 feet. 26. Question: Is a traffic light planned for the intersection of Avondale Road and Trilby Road and will this development require that light? Answer: The City's Traffic Engineer will determine if and when a traffic light is warranted at that intersection. 27. Question: Avondale Road is a race course. Who do we talk to about traffic calming and mitigation? Answer: Eric Bracke of the City's Traffic Operations Department. 0 17. Question: There are buildings other than the King Soopers Supermarket that are being proposed. Do you know their sizes and can they be changed? Answer: When the development plans are submitted they have to show the proposed uses, the building sizes, and building elevations. Changes can be proposed after approval through the City's minor or major amendment process. 18. Question: What is the plan for semi -tractor trailer trucks and commercial vehicles regarding services to the shopping center? Answer: The King Soopers Supermarket will have absolute control of where those vehicles enter and exit the center. 19. Question: What is County Road 32? Answer: It is currently a County road. 20. Question: This is the south entrance to Fort Collins. What is being done between the City and Larimer County about streets and roads in the area? Does the City just want to push this all off on the County side, which is where I live? Answer: The City and Larimer County work together to determine the necessary improvements to streets where development is occurring along the edge of the City limits. 21. Comment: Depending on what you put along the west and north sides of the supermarket site, our park could have to look at and live with some intrusive things. 22. Comment: Do something about the situation with Avondale Road. It is too crowded and dangerous. 5 12. Question: Avondale Road is rapidly becoming a nightmarish, fast traffic street. Should the developer have informed us of the fact that Avondale would be a major connecting street? Answer: Probably so. The approved Ridgewood Hills Overall Development Plan (ODP) and the approved Amendment to the Ridgewood Hills ODP show Avondale Road to connect from Trilby Road to South College Avenue. Both of these plans are recorded in the City. 13. Question: What about the lighting and signage for development on this property? Answer: They will be subject to the City's requirements and standards set forth in the lighting ordinance and the Sign Code. 14. Question: Where will the drainage from development on this property go? Answer: Drainage will go south to an existing storm sewer. 15. Question: We moved to Ridgewood Hills to get away from this kind of commercial development. How long do I have to get my For Sale sign up and move before development occurs? Answer: That question cannot be answered with certainty. It depends on how long the development review process and approval takes. 16. Question: How is the speed limit on South College Avenue determined? Answer: Because South College Avenue is a State highway, the Colorado Department of Transportation determines the speed limit. 4 7. Question: What is being done in this development to protect our children in the proposed park just north of the site? How do you intend to keep people from using Strasburg Drive at a high rate of speed? Answer: The extension of Strasburg Drive will be designed and constructed as a local street that will be used to separate the park from future development to the east of the park and north of the shopping center. 8. Question: What is the timetable for this development, start to permits? Answer: That will somewhat depend on the actual submittal of the project to the City for development review. It is also dependent on the number of rounds of review the project will go through before it could go to the Planning and Zoning Board for a decision at a public hearing. 9. Question: Will this plan take into account the widening of Highway 287 on both sides? Answer: We (the developers) will be required to dedicate additional street right-of-way on our (west) side of the highway for possible future improvements. 10. Question: Has Avondale Road always been planned to connect from Trilby Road to South College Avenue? Answer: Yes, it has. It has been shown on the City's Master Street Plan as a collector street from Trilby Road to a point on Carpenter Road (County Road 32) or South College Avenue. All development plans since the early 1980's have shown Avondale Road to connect to South College Avenue in some fashion. 11. Question: Has the previously proposed multi -family project around this property gone away? Answer: Not entirely, but no one currently is actively pursuing development on that property. It is zoned MMN - Medium Density Mixed -Use Neighborhood and is developable property. 3 2. Comment: Almost every supermarket I am around for work attracts homeless people and riff-raff to the area. There are noise and smells associated with the supermarket. 3. Comment: There are concerns about the pass-thru traffic on Avondale Road through our subdivision (Ridgewood Hills). Response: Avondale Road, between Trilby Road and South College Avenue (when extended and completed), is defined as a 2- lane collector street on the City's Master Street Plan. It has been designed and constructed as such and the extension of the street will be, also. 4. Comment: All the people from the Registry Ridge development, and other developments to the west, will make a right turn onto Avondale Road and cut through Ridgewood Hills at a high rate of speed. Response: Improvements to the South College Avenue and Trilby Road intersection will help resolve this concern. 5. Comment: The intersection of South College Avenue and Trilby Road is very dangerous. Until improvements are made, people will use Avondale Road to avoid that intersection. Response: That intersection will be improved at some point in time in the future. It does function poorly now. Discussions with the City Traffic Engineering Department could possibly result in implementation of some traffic calming solutions. 6. Question: Has the City considered improvements to Trilby Road, west to South Shields Street, to encourage traffic to stay on Trilby Road between South Shields Street and South College Avenue? Answer: That section of street will be improved with a future capital improvements project. The center will be approximately 20 acres in size. The proposal also includes some additional retail spaces, as well as a bank and gas station. The total square footage of commercial floor area is approximately 128,000 square feet. The property is located at the northwest corner of South College Avenue and County Road 32. The primary access to the site will be from the extension of Avondale Drive to Highway 287. There will be other access points from the north, east and west. It is in the NC - Neighborhood Commercial and MMN - Medium Density Mixed -Use Neighborhood Zoning Districts. ................. QUESTIONS, CONCERNS, COMMENTS, RESPONSES ................. 1. Question: If the whole neighborhood did not want this center, would that be enough to stop it? Answer: This is private property that is developable and zoned for the proposed type of development being presented here tonight. If a development proposal for this property meets the City's requirements (after going through the standard development review process) then the proposal could be approved.
