Question: Will there be a bank in the King Soopers store as well as the bank outside? Answer: My guess is yes, and it may be the same bank. 60. Comment: I want to express my support for this project. 61. Question: Who do we talk to about additional traffic -related signage and roundabouts in Ridgewood Hills? Answer: Please contact the City's Traffic Operations Department and ask for Eric Bracke or Ward Stanford. 10 50. Comment: The City and the County should work together to improve streets and reduce impacts, now rather than later. Response: The City and the County will be working together on necessary improvements to South College Avenue and Carpenter Road as part of this development request and review. 51. Comment: I am excited about this project. I want a coffee shop and an ice cream shop. 52. Question: Will the exterior of this store (King Soopers) be similar to the store on Harmony Road? Answer: It will not be brick but it will be some type of masonry. 53. Question: Will the landscaping be as shown? Answer: Yes, it will. 54. Question: Will construction start this summer (2003)? Answer: Best case scenario would be July, 2003. 55. Question: Where will the construction traffic come and go to with dirt from this project? Answer: There will be a sizable amount of dirt to be moved from this site to many different sites in the area. 56. Question: How will this development affect property values on Avondale Road? Answer: I am not sure, but it could possibly increase property values. If I lived here I would consider the supermarket -based shopping center a plus in my neighborhood. 57. Comment: I have lived here, in Ridgewood Hills, all along and this type of development on the property has always been planned. 58. Comment: I think this project is great. People who are now against it will probably shop here. 9 44. Question: Will Carpenter Road continue straight west to South Shields Street? Ridgewood Hills will probably get a lot of pass - through traffic from Registry Ridge, to the west. Answer: No, it will not. Due to constraints associated with a street going west, down the west -facing slope, and through the City -owned natural area, the City does not want this street to continue west past where it is shown on this development plan. 45. Question: What about the traffic numbers in the area related to this proposed shopping center? Answer: This center will contribute about 9% to 10% additional traffic in the area, short term. 46. Question: Will the City collect Larimer County Road Impact Fees for improvements to Carpenter Road, to the east, that are associated with this development? The City and the County should work together now for street improvements. Answer: Yes, the City will collect the required Larimer County Road Impact Fees. The City and the County will be working together on necessary street improvements to Carpenter Road. 47. Comment: Carpenter Road (County Road 32) needs to be improved. The City owns properties/development all the way to Timberline Road. 48. Question: Who is going to improve Carpenter Road (County Road 32), and when? Answer: That is yet to be determined, with the exception of necessary improvements to the intersection of South College Avenue and Carpenter Road and a portion of Carpenter Road to the east that are associated with this development. 49. Comment: I think this is a wonderful project and I am looking forward to it being in my neighborhood. 3 36. Question: Has any consideration be given to the traffic patterns in the parking lot? Answer: The turnover in a supermarket has a lot to do with the layout and design of the traffic pattern and parking. 37. Comment: Are you familiar with Aldi's Supermarket (in Ohio)? You never see a cart in the parking lot. Response: None 38. Question: How many jobs with there be here? Answer: There will be about 200 jobs. 39. Question: The fueling station will be a King Soopers facility? Answer: Yes, it will. 40. Question: Will your gas be at a cheap price? Answer: Yes, it will. 41. Question: Will this grocery store be a 24-hour operation? Answer: Yes, it will. 42. Question: What will the parking lot lighting look like? Will we glow? Answer: We are industry leaders with our lighting plan. They will have horizontal cut-offs and will be down-directional.to prevent light spillage. 43. Question: Is the signage controlled by the City? Answer: Yes, the City's Sign Code will regulate our signage. A 28. Question: If trucks decide not to exit the shopping center back to South College Avenue and want to go west and north on Avondale Road, what recourse is there? Answer: From a King Soopers standpoint, that truck driver would never drive for us again. Our drivers do what we tell them to do. 29. Question: How many trucks per day will there be? Answer: When everything levels out, there will be about 3 large semi - tractor trailer trucks per day. 30. Question: Why a grocery store in this area with others in the area? Answer: There is a very big demand for a supermarket here. 31. Question: The building itself. What is being done with this one? Will King Soopers maintain it over time or will it look like the one at 29th (Street, Avenue?) in Loveland? Answer: This will be King Soopers-owned and maintained as a first class store. 32. Question: Will the landscaping that is shown here be what we see when the shopping center is done? 33 35 Answer: Yes, it will. Question: How does this store compare, size -wise, to the store in Loveland? Answer: This store will be slightly smaller. Question: How does this store compare, size -wise, to the store on Harmony Road? Answer: This store will be slightly smaller. Question: Regarding the traffic pattern across the front of the stores, is it just a lane? Answer: This is intended to be a private drive, not a street. 6 22. Question: Will the Avondale Road extension be like to the existing street? Answer: Yes, it will until you approach the intersection with South College Avenue, where significant widening and improvements are needed. 23. Question: Will this project be responsible for street extensions to the west and north? Answer: Yes, this shopping center developer will be responsible for the extension of Avondale Road west to the existing street terminus in Ridgewood Hills, the extension of Strasburg Drive north to the intersection with Triangle Drive, and the construction of Longview Drive between Strasburg Drive and Avondale Road. 24. Question: If we want to talk to someone about speed bumps or traffic calming, who do we talk to? Answer: Please call Eric Bracke, the City's traffic engineer. He is in the Traffic Operations Department. 25. Question: How soon can I walk down to the store and get a loaf of bread? Answer: Probably about 1 year from this June (2003). 26. Question: What kind of drainage issues do you have, with the existing wetland and all? Answer: There is an existing storm sewer along the south property line that goes to and under South College Avenue. Our site will drain to and through our detention pond and then into the storm sewer. We will not drain into the wetland. 27. Comment: There is a low area about where your gas station is being proposed to be. Response: That is being dealt with as part of our site grading, drainage plan, and report. 5 15. Comment: I live in Victoria Estates. We get a lot of cut -through traffic now and it will get worse with this center. Response: The necessary improvements to the South College Avenue and Carpenter Road intersection should improve that situation. 16. Question: Can the County or the City provide speed bumps or other deterrents on our streets in Victoria Estates? Answer: Your streets are in the County. You will have to talk to them about traffic calming. 17. Question: Are all the access points to the shopping center that are shown on this plan required? Answer: The operational aspects of a shopping center determine the access points. 18. Comment: We moved to Ridgewood Hills to avoid the through traffic, like on Avondale Road. It is very dangerous. 19. Comment: If I am a driver I probably am not going to cut through Ridgewood Hills. I will stay on South College Avenue (and I do live in Ridgewood Hills). 20. Question: Will trucks be allowed on Avondale Road? Answer: They will enter the shopping center from Avondale Road, just west of South College Avenue, and then exit the center via Longview Drive to Avondale Road to South College Avenue. 21. Question: Can you address any development plans in the white areas to the west and north of your site? Answer: Only that those properties are zoned MMN - Medium Density Mixed -Use Neighborhood, subject to the permitted uses in that District. We do not own, and will not develop, those properties. 2 7. Question: Will the speed limit on South College Avenue be reduced? Answer: That will be determined by CDOT. It probably will not be reduced at this time. 8. Question: Will Longview Drive go east to South College Avenue? Answer: No, it will not. 9. Question: Have you included the study for the corridor between Fort Collins and Loveland in your review of this project? Answer: Yes, the study has been considered as part of the development review for the project. 10. Question: Do you know what bank or other uses will be in the shopping center? Answer: Other then King Soopers we have no specific users yet. Ultimately you will probably see "typical" neighborhood uses in the center. 11. Question: What are the anticipated changes to the traffic numbers on Carpenter Road when this shopping center is complete? Answer: They will increase, partially because they are increasing in this area even without the center. 12. Question: Does the traffic study take into account the existing rotary (roundabout) on Avondale Road in Ridgewood Hills? Answer: That rotary was not analyzed with our study. 13. Comment: The grocery store will exacerbate the rotary in Ridgewood Hills. A lot of people do not know how to use them. 14. Question: Has there been any discussion about a stop light at South College Avenue and Triangle Drive? Answer: Yes, one will be installed there when it is warranted. 3 2. Question: Are any changes being made to Avondale Road and/or Strasburg Drive?' Answer: There are no plans to add or delete roundabouts on Avondale Road. It will be extended from its present terminus south and east to intersect with South College Avenue and Carpenter Road (County Road 32). No changes are planned for the existing Strasburg Drive (in the Shenandoah development). With this project it will be extended south to the north boundary of the proposed development. At that point it is being proposed to transition into a private drive into the development. 3. Question: What are the plans for the intersection of South College Avenue and Carpenter Road? Answer: This is a very complicated intersection. The design is still in a state of flux. The developer is working with the Colorado Department of Transportation (CDOT), the City of Fort Collins, and Larimer County to arrive at a final design for the intersection. 4. Question: Will there be improvements to the Carpenter Road side of the intersection with South College Avenue? Answer: Yes, there will be some improvements. The actual needs (how far and what type) are still be assessed and discussed. 5. Question: Will the street improvements design be done prior to a public hearing being held for this development proposal? Answer: Yes, the design has to be done, with a high level of information provided for review, before the proposal will be scheduled for a public hearing. 6. Question: Why is there a left turn into the shopping center if there is a stop light at Carpenter Road? Answer: This was predetermined with the CDOT access control plan. The center will be approximately 20 acres in size. The proposal also includes some additional retail spaces, as well as a bank and convenience store/gas station. The total square footage of commercial floor area is approximately 128,000 square feet. The property is located at the northwest corner of South College Avenue and Carpenter Road (County Road 32). The primary access to the site will be from the extension of Avondale Road to Highway 287. There will be other access points from the north, east and west. The property is in the NC - Neighborhood Commercial and MMN - Medium Density Mixed -Use Neighborhood Zoning Districts. This is a follow-up neighborhood meeting to the first one that was held on August 19, 2002. The notification area for the City's mailing list was expanded to a minimum of 1,364 feet in any direction and includes all of the Ridgewood Hills development (up to 4,569 feet from the northwest corner of the proposed development). .................
