along the base of the buildings. The intent of the standard set forth in Section
3.2.1(E)(2)(c) of the LUC is to require the developer to provide visual relief of
building facades, in the form of plant materials, to soften the "people spaces" and
bring the buildings into a human scale perspective. The elevations and facades for
the "big box" portion of Longview Marketplace (King 5oopers and General Retail A)
and General Retail Building B provide adequate articulation to soften the buildings
as they relate to the plazas directly in front of them. The use of strategically
placed moveable, architectural planters is an innovative design that provides the
necessary plantings to create an acceptable human environment in front of the
buildings.
Staff recommends approval of the applicant's Alternative Compliance request
based on the Alternative Landscape Plan that has been submitted and reviewed.
This memorandum, with the attached Alternative Compliance Request and
Landscape Plan, becomes part of the City Staff Report & Recommendation to the
Planning and Zoning Board for, a public hearing scheduled for October 16, 2003.

• Where sections of the building do not have a canopy, the applicant proposes
to use moveable planters in a variety of shapes and sizes to create seasonal
interest. These elements will be consistent throughout the site and will also
be incorporated in the central gathering space and focal point areas.
• General Retail Buildings A & B will have display windows, which promote
window shopping. Continuous 5' wide planting beds would prevent pedestrians
from being able to walk close to the windows and view displays. In lieu of at -
grade planting beds, moveable planters will also be used at locations that
relate to the buildings.
For the reasons outlined above, the applicant feels that the landscape elements,
along with the varied architectural features, special paving materials, and benches,
will achieve the standard equally well and will enhance the pedestrian experience
throughout the site.
Staff's Evaluation and Recommendation:
In evaluating the applicant's Alternative Compliance request staff considered the
criteria set forth in Section 3.2.1(N)(2) of the LUC, which states:
"To approve an alternative plan, the decision maker must first find that the
proposed alternative plan accomplishes the purposes of this Section equally
well or better than would a plan which complies with the standards of this
Section.
In reviewing the proposed alternative plan for purposes of determining
whether it accomplishes the purposes of this Section as required above, the
decision maker shall take into account whether the alternative preserves
and incorporates existing vegetation in excess of minimum standards,
protects natural areas and features, maximizes tree canopy cover, enhances
neighborhood continuity and connectivity, fosters nonvehicular access, or
demonstrates innovative design and use of plant materials and other
landscape elements."
The applicant is proposing the use of plant materials in a variety of moveable
planters (pots) in the plaza areas in front of the King Soopers building and General
Retail Buildings A & B. This would be in lieu of foundation plantings in 5' wide beds

Re: Alternative Compliance Request for the Longview Marketplace (King
Soopers) - Project Development Plan (POP) - #47-95B
VF Ripley Associates, the applicant for the Longview Marketplace POP, has
submitted an Alternative Compliance request and Landscape Plan for a portion of
the development plan as it relates to Section 3.2.1(E)(2)(d) - Foundation Plantings
of the Land Use Code (LUC).
Applicant's Request and Justification:
The applicant is requesting Alternative Compliance for the east elevations to the
King Soopers Store and Buildings A & B, specifically to LUC Section 3.2.1 -
Landscaping and Tree Protection, Subsection (E) - Landscape Standards. The
specific subsection being addressed, and supporting information, is as follows:
• Section 3.2.1(E)(2)(d) - Foundation Plantings requires that there must be a
minimum 5' wide planting bed along at least 50% of exposed sections of
building walls that are in high -use or high -visibility areas.
• The total length of the east side of the King Soopers building is
approximately 320' long. Over 50% of the building frontage will have a
covered walkway. These areas should not require foundation plantings as
they comply with Section 3.5.4(C)(4)(c), which states, in part, that " ..... Such
sidewalks shall be located at least six (6) feet from the fagade of the
building to provide planting beds for foundation landscaping, except where
features such as arcades or entryways are part of the fagade".
