Dear Staff
I am writing to express my gratitude for all of the time and effort various members of Fort Collins City
Staff have put forth towards the Longview Marketplace project. This proposed development has been
through many meetings, reviews, and other correspondence between the Applicant Team and City Staff.
It was a great day for Longview Marketplace on October 16, 2003 when this project received unanimous
approval from the Planning and Zoning Board.
Unfortunately, P & Z approval only means that this project is allowed to be built, but does not address the
issue of financing the project. Throughout the development review process our team has made every
attempt possible to lessen the amount of off -site improvements and other construction costs. The current
design is a very sound engineering solution; not only to serve the shopping center itself, but also to
address many surrounding transportation needs. There does not appear to be much that could be removed
from the design without jeopardizing the public's safety and welfare.
It seems as though the Applicant, City, County, and CDOT would want to work together to ensure that
these improvements get made. All parties would benefit, yet no single entity can afford to do it on their
own. Our team was intending on making a Final Compliance submittal to the City of Fort Collins today.
However, we received a request last week to stop all design work on Longview Marketplace. The project
appears to be $3 million over budget in off -site improvements at this time.
Unless there is some significant cooperation or financial breakthroughs, this project will not be
constructed. Likewise, there will be no additional design work or submittal packages until our clients
have the economic assurance that the shopping center can absorb the costs of off -site improvements.
There may be other ways to help fund the off -site infrastructure, but it would require methods to which
the City is not accustomed. With that being said, I would like to thank you all again for the countless
hours spent on this project. Your cooperation in getting through the planning and engineering stages has
been most appreciated. Now if the financial and political obstacles could be overcome, then we might be
able to see Longview Marketplace get built.
