support I need to throw bureaucratic, pubic relations, as well as economic
roadblocks in the way of this project. I know that this is the only way to
get the attention that is needed.
Could you please do the following things for me:
1. 1 would like the name and contact information of the King Soopers
representative that was at the meeting so I can contact him about my
intentions.
2. 1 would like a contact person that we can work with in the Larimer
County agency that would be involved with this sort of planning.
3. 1 would like a contact person and information on the appeal process for
the Planning and Zoning board decisions.
I would like you to know that I have resigned myself to the inevitable
growth marching towards us from the north. I think that King Soopers and
their design team have done a very nice job with the plan for this project
within the scope of their boundaries. I simply know that unless pressure is
brought on by these project reviews is not focused on the broader issues,
the City and County will continue to do nothing about this matter until the
body count becomes a factor.

Dear Stephen
Thank you for the time you spent at the Heart of the Rockies Church on
Monday, February 10, informing us about the new Longview Marketplace. I was
impressed with the quality of the development within the context of the
Shenandoah property. Many of my questions about the development were
answered and very well addressed.
As a 30 year resident of Northern Colorado, half of which was a Fort Collins
resident and half in the Colland Center sub -division, I am well aware of the
land use issue that have plagued this area. 15 years ago, I opposed the
this subdivision and the retail center associated with it because of
concerns that this kind of development would severely impact the rural
nature of this area. I obviously did not prevail in that discussion though
my concerns have become all to real.
While I now have no objections to this actual project, as I addressed at the
meeting, I am still very concerned about the traffic impact that this and
other Fort Collins developments are having on County Road 32. The City of
Fort Collins and Larimer County both have been avoiding the issue of
upgrading this road to the major arterial that it has become for a long
time.
The focus of my concern is the section of County Road 32 from 287 to Lemay
Ave. including both major intersections at either end. This section of road
is already over crowded with present conditions and will only get far worse
with this project being completed.
I know that the City will take the stand that it is not their responsibility
to deal with a county road, however with the cities aggressive growth
pattern south of the Harmony corridor it bears a major responsibility for
the dramatic increase of traffic along this corridor. Let<Es face it, the
unintended consequence of the County paving County Road 32 (part of which
was helped improved by the City with when the Greenstone development came
into the city) was that this corridor has become the unofficial southern
entrance to Fort Collins whether you like it or not.
The City of Fort Collins needs to take the lead in working with Larimer
County to make the improvement required of at least the section of this road
described above. I am not asking for a 4 lane monster like Harmony. I
believe a properly constructed two lane arterial street with turning lanes
and good usable bike and pedestrian lanes with good drainage is sufficient.
This would be similar to the work the city just completed to Taft Hill south
of Drake, an area also interspersed with County enclaves. This is a City
responsibility; your growth policies have created the congestion and the
building of a major shopping complex on the hairy edge of your city
boundaries only emphasizes this point.
I am informing you now that I plan to file an appeal to any Planning and
Zoning decision that does not properly address this issue in the near term
(the 2004 plan not the 2020 plan). I am presently soliciting support from
