5.0 CONCLUSIONS
We have performed a Phase I Environmental Site Assessment in conformance with the scope
and limitations of ASTM E 1527-00 for the approximate 19.8-acre undeveloped property
located on the northwest corner of South College Avenue and CR 32 in Fort Collins, Colorado.
Any exceptions to, or deletions from, this practice are described in Section 1.0 of this report.
This assessment has revealed no evidence of recognized environmental conditions in
connection with the subject site.
6.0 LIMITATIONS
This environmental assessment has been performed in accordance with ASTM Standard
Practice 1527-00 for the use of the client for evaluation purposes. The conclusions submitted
in this report are based on the data obtained from the information reviewed, site observations
and personal interviews. The materials reviewed and statements made by persons interviewed
were relied upon to develop the conclusions. The nature and extent of any soil or ground
water contamination at the site was not evaluated by obtaining samples and conducting
laboratory analysis. It is possible that a sampling and analysis program could change the
conclusions presented in this report.
Client agrees that Kumar & Associates, Inc., has neither created nor contributed to the
creation or existence of any possible hazardous substances or petroleum products at the site.

3.3 Local Agencies
The Larimer County Department of Health was contacted concerning environmental incidents
on or in the vicinity of the subject site. As of the date of this report, we have not yet received
a response. A copy of our letter is included in Appendix B.
The Poudre Fire Authority was contacted concerning environmental incidents on or in the
vicinity of the subject site. As of the date of this report, we have not yet received a response.

4.0 FINDINGS AND OPINIONS
The subject site has been undeveloped since at least 1962, and according to the current
owner, James McCort', the subject site has never been developed and has historically been
used as agricultural land. The drainage and irrigation ditch through the site has been present
since at least 1962. The farmhouse to the north of the site and the residences to the east of
South College Avenue have been.present since at least 1962.
During our site visit, the subject site was an undeveloped parcel of land. There was no
evidence of storage or a release of hazardous materials or petroleum products on the subject
site.
No NPL, RCRA TSD CORRACTS facilities, SPL or HWS sites were identified within a 1 .0-mile
radius of the study area.
No RCRA non-CORRACTS TSD facilities, CERCLIS sites or SWLF sites were identified within a
0.5-mile radius of the subject site.
One LUST site was identified within a 0.5-mile radius of the subject site. It is listed as closed
and is not expected to have impacted the subsurface of the subject site.
No RCRA registered generators or AST sites were identified on or adjacent to the subject site.
One UST site was identified adjacent to the subject site. It is located topographically
downgradient and is not listed as leaking; therefore, it is. not expected to have impacted the
subsurface of the subject site.

No Comprehensive Environmental Response, Compensation and Liability Information System
(CERCLIS) sites or RCRA non-CORRACTS TSD facilities were identified within a 0.5-mile radius
of the subject site.
No RCRA registered generators were identified on or adjacent to the subject site.
No Emergency Response Notification System (ERNS) sites were identified on the subject
site.
3.2 State Agencies
No State Priorities List (SPL) sites or Hazardous Waste Sites (HWS) were identified within a
1 .0-mile radius of the subject site.
No State CERCLIS sites or state solid waste landfill (SWLF) sites were identified within a
0.5-mile radius of the subject site.
One leaking underground storage tank (LUST) site was identified within a 0.5-mile radius of the
subject site. The Alpine Autobahn, is located at 7700 South College Avenue, approximately
1/8-mile south-southeast of the subject site. The LUST site is listed as closed and is not
expected to have impacted the subsurface of the subject site. The LUSTS associated with the
farm adjacent to the subject site to the north were not listed in the EcoSearch database.
These were discussed in Section 2.5 of this assessment.
One underground storage tank (UST) site was identified adjacent to the subject site.
Schrader's Country Store #290 is located at 7602 South College Avenue on the southeast
corner of South College Avenue and CR 32. This is the same site as the Phillips 66 filling
station observed during the site visit. The UST site is not listed as leaking and is located
topographically downgradient to the southeast; therefore, it is not expected to have impacted
the subsurface of the subject site.
No aboveground storage tank (AST) sites were located on or adjacent to the subject site.

the site. A Phillips 66 filling station (Schrader's Country Store) was located downgradient of
the site on the southeast corner of South College Avenue and CR 32. None of the bordering
sites appeared to have the potential to cause recognized environmental conditions to the
subject site.
2.4 Transformers
No electric transformers were observed on the subject site.
2.5 Interviews
Kumar & Associates, Inc., personnel spoke with Mr. James McCory, the current owner of the
subject site. Mr. McCory indicated that to the best of his knowledge, the site had never been
developed. He said he had acquired the site as part of a 90-acre acquisition from Dellweb
Company at least six years ago. Mr. McCory indicated there had been two leaking
underground storage tanks (LUSTs) removed from the property immediately adjacent to the
site to the north in 1996. The associated petroleum impacted soils around the tanks were
excavated and removed at this time. He said confirmation samples indicated there was no
petroleum impacted soil or groundwater on the subject site, and no further action letters were
issued by the State of Colorado Department of Public Health and Environment (CDPHE).. This
event is not expected to have impacted the subsurface of the subject site.
3.0 AGENCY REVIEW
Government agency records were reviewed concerning potential usage, storage, treatment and
disposal of hazardous waste and petroleum products at and near the site, or spills or incidents
involving hazardous substances or petroleum products that may have resulted in recognized
environmental conditions in connection with the site. The database review was conducted in
general accordance with the current ASTM standard for Phase I Environmental Site .
Assessments. A copy of the federal and state agency records review, prepared by
Environmental Data Resources, Inc., (EDR) is included in Appendix C. Documentation of the
records reviewed by EDR and a description of the following Federal and State environmental
regulatory programs is included in their report.
3.1 Federal Agencies
No National Priorities List (NPL) sites or Recovery Act (RCRA) Treatment, Storage and Disposal
(TSD) facilities subject to Corrective Actions (CORRACTS) were identified within a 1.0-mile
radius of the subject site.

According to United States Geological Survey (USGS) maps and a previous Phase I ESA
prepared by Giles Engineering Associates, Inc., the subject site has been undeveloped since at
least 1962. The current owner, James McCort', indicated that to the best of his knowledge,
the subject site has never been developed and has historically been used as agricultural land.
The drainage and irrigation ditch through the site has been present since at least 1962.
The USGS maps also indicated that the farm house to the north of the site and the residences
to the east of South College Avenue have been present since at least 1962. According to the
aerial photographs, there was residential development on the east side of South College
Avenue throughout the 1980s. Residential development was apparent to the north and
northwest of the site in the 1990s. The areas to the west and south of the site have been
agricultural since at least 1962.
2.3 Site Visit
On'April 3, 2002, Mr. Derek Bowman of Kumar and Associates, Inc., conducted a site visit of
the subject site. The site was undeveloped at the time of our visit. The site visit was
conducted by walking and driving the perimeter and interior of the site. The site was mostly
covered with grasses. There was a drainage and irrigation ditch that trended north to south
throughout the center of the subject site. A drivable, unpaved road was located along the side
of the ditch. The ditch was dry at the time of our .visit. There was a low-lying area of land
located in the southwest corner of the site. This low-lying land was identified as a wetland by
Water Quality Technology, Inc., in December 1999. The wetland extends minimally onto the
southwest corner of the subject site. A copy of the wetland delineation map from their report
is included in Appendix B. There was a natural gas meter station located on the south end of
the site. There was no staining in the soils around the natural gas piping or associated shed.
There was no evidence of hazardous materials or petroleum products stored or released on the
subject site.
The site was bordered to the east by South College Avenue. An unpaved access road to the
natural gas meter station bordered the site to the south, and adjacent land south of the access
road was undeveloped agricultural land. There was undeveloped agricultural land adjacent to
the west of the site. An historical park, with a large, old red barn, was present to the north of
the subject site. There was residential development on the west side of the barn, northwest of

1 .0 INTRODUCTION
This report presents the results of a Phase I Environmental Site Assessment (ESA) for the
approximate 19.8-acre undeveloped property located at the northwest corner of South College
Avenue and Larimer County Road 32 (CR 32), Fort Collins, Colorado. A topographic map and
a summarry of site observations are shown on Figures 1 and 2, respectively. A listing of the
documentation used to prepare this report is presented in Appendix A.
The Phase I ESA was performed in general accordance with ASTM E 1527-00, "Standard
Practice for Environmental Site Assessments: Phase I Environmental Site Assessment
Process." The purpose, of the assessment was to identify potential recognized environmental
conditions in connection with the property and to satisfy one of the requirements to qualify for
the innocent landowner defense to CERCLA liability. Recognized environmental conditions, as
defined in ASTM E 1527-00, are conditions that indicate an existing release, a past release, or
a material threat of a release of any hazardous substances or petroleum products into
structures on the property or into the ground; ground water or surface water of the site. There
were no exceptions to, or deletions from, this practice for the assessment of this property.
The study was performed in general accordance with our proposal dated March 26, 2002,
accepted by Mr. Brian Jessup of Quadrant Properties, and was conducted in accordance with
the terms and conditions noted in the proposal.
2.0 SITE DATA
2.1 Site Description
The subject site is located in the southeast quarter of the southeast quarter of Section 14,
Township 6 North, Range 69 West of the 6" Principal Meridian in Larimer County, Colorado,
The site generally slopes toward the east. Based on the surface topography and subsurface
conditions in the area, shallow unconfined ground water, if present in the area, is expected to
flow generally toward the east. A drainage and irrigation ditch is located through the central
part of the site trending in a north to south direction.
2.2 Site History
A review of aerial photographs and historical maps was conducted to evaluate the past uses of
the site. Sanborn Fire Insurance Maps were not published for this area. Four sets of aerial
photographs of the subject site from 1972 to 2000 were reviewed.
