Dear Bud,
This letter is in response to the variance request letter sent to me dated January 14, 2003 regarding a variance to the
centerline station requirement in Section 3.3.4 of the Larimer County Urban Area Street Standards (LCUASS).
An internal meeting was held on Feb 4, 2003 to discuss this issue and whether a variance to this standard would be granted,
the following is the results of that meeting:
The City will be setting up a meeting with the various Engineering firms interested in this issue, to be held hopefully in the
near future, to work with them to determine what the final requirements for submittal will be. Until that time the existing
criteria will remain in place for Arterials and Collectors. Centerline stationing shall be provided for all Arterials and
Collectors along with the required x-sections every 50 feet. For Residential and Local Streets centerline stationing can be
provided in accordance with the standards or flowline stationing can be provided if actual x-sections of the roadway at the
beginning of a horizontal curve, end of a horizontal curve, and additional x-sections are provided if there are other elevation
changes, grade changes and/or street width changes that occur within the horizontal curve. The location of beginnings and
endings of horizontal curves with elevations need to be identified and noted on the profile and plan view.
This variance request does not set a precedence or change the application of our design standards in other situations.
Additionally the following information was discussed and will be required and may impact this or other projects you are
working on. For roadways with turn lanes and medians in lieu of a centerline profile, which does not provide much
valuable information when medians exist or are proposed, a profile shall be provided that follows the inside edge of the
inside travel lanes in each direction that are nearest to the median and shall follow that travel lane and not the turn lanes.
The crown lines should also be shown and labeled on the plan view. This will enable the designers, reviewers, inspectors
and contractors to know where the crown of the road is to be and helps to determine drainage patterns and where inflow
curbs and outflow curbs and transitions are needed. Most importantly, the smooth profile for the inside edge of travel lane
will help assure that the roadway will be smooth for the driving public.

Dear Bud,
This letter is in response to the variance request letter sent to me dated January 14, 2003 regarding horizontal
variances for Avondale Road.
The variance request to the centerline radii from the required minimum radii of 600 feet for a Collector street (40
mph design) as required by Table 7-3 of the Larimer County Urban Area Street Standards (LCUASS) to that of a
Local street (30 mph design) for the two curves needed to Connect the roadway to the stub at the East property line
of Ridgewood Hills to College Avenue is approved with the condition that any additional signage or striping
necessary due to the design speed be provided by this project.
The variance request to reduce the vertical design requirements to a 30 mph design speed for the portion of
Avondale Road from the Eastern boundary of Ridgewood Hills to College Ave is approved provided the horizontal
curves are designed to 30 mph design speed as approved above. It should be noted that the change in design speed
does not affect the classification of the street, Avondale Road will still function as and be considered a Collector
street.
The variance request to use a 30 mph design speed for the sight distance easement requirements is approved for the
portions of the roadway in which a 30 mph design is used. The sight distance easements are to be measured and
provided as required by Figure 7-16 for a 30 mph design.
The variance request to use a high volume driveway (detail 707) in lieu of a standard driveway (detail 706) for the
service access drive into the site off of Avondale Road is approved provided all design standards for the high
volume driveway are met.
This variance request does not set a precedence or change the application of our design standards in other situations
