A traffic study is being prepared and will be available. DIVISION 3.7 COMPACT URBAN GROWTH STANDARDS A traffic study is being prepared. Adequate water, sewer exists at the site. Electrical service will be upgraded. Existing services are shown on the site plan. In that no new utilities will be brought into the site, no engineered utility plans are submitted. A storm drainage letter is included with this submittal. DIVISION 3.8 SUPPLEMENTARY REGULATIONS A new 6' high chain link fence is proposed around the play area and at the southeast property line to the neighborhood. Development Schedule Construction of this facility is planned for Spring and Summer 2004. 3.3.3 Water Hazards None. 3.3.4 Hazards None 3.4.1 Natural Habitats and Features This lot is not located near any wetlands or natural areas. 3.4.2 Air Quality No noxious, toxic or corrosive particles created. 3.4.3 Water Ouality Impervious surface on the site will be decreased by removal of the pavement in the area of the relocated playground and the grassed play area. 3.4.4 Noise and Vibration None created. 3.4.5 Hazardous Materials No hazardous materials are stored here. 3.4.6 Glare or Heat No additional exterior lighting is planned. Exterior lighting that exists shall be cut off at property lines. No other glare or heat should affect neighbors. 3.4.7 Historic and Cultural Resources MM 3.4.8 Parks and Trails IM 3.4.9 Promotion of Conservation Xeriscape landscaping is used. DIVISION 3.5 BUILIDNG STANDARDS The new addition will be constructed of brick and Exterior Insulated Finish System (EIFS) to match the existing building. The addition is 2-story which matches the existing building. 3.2.1 Landscaping and Tree Protection A partial Landscape Plan is included. This is an established lot which currently has mature landscaping. New foundation plantings are planned around the new addition. No existing landscaping will be removed except at the new sidewalk connection at Stuart Street. No parking area changes are planned. 3.2.2 Access, Circulation and Parking A new sidewalk will be constructed at the south and east sides of the new addition. This will connect the existing sidewalk from the school entrance to the sidewalk along Stuart Street. The existing traffic pattern diagram is included on the Submittal Plan. This identifies drop off and pick up areas during periods of classes beginning and ending. A traffic study is being prepared and will be available. 146 parking stalls plus 5 handicapped stalls totaling 151 exist now. No additional parking is planned. Schools require 1 parking space per 4 seats in the auditorium. There is a 400 seat auditorium which equals 100 stalls or 1 space per 1,000 s.f., 59,120/1,000 = 59, which ever requires the greatest number of parking spaces. 101-150 stalls require 5 handicap stalls. Bicycle parking requires 5% of total auto stalls, 151 x 5% = 8 bicycle parking spaces required. 17 spaces are provided. 3.2.3 Solar Access, Orientation, Shading The existing entrance is located at the south, taking advantage of the solar access to keep sidewalks clear in winter. The planned addition will not cast shadows on adjacent properties. 3.2.4 Site Lighting Existing site lighting is by wall packs. This will remain the same. No additional site lighting is planned. 3.3.1 Plat Standards This lot is currently not a platted lot. 3.3.2 Development Improvements No off site improvements are planned. RIDGEVIEW CLASSICAL SCHOOLS PHASE IV ADDITION SITE PLAN ADVISORY REVIEW Legal Description of the Site A tract of land situated in the Northwest 1/4 of Section 19, Township 7 North, Range 68 West of the a P.M., Fort Collins, Colorado, which considering the West line of the said Northwest 1/4 as bearing due North and with all bearings contained herein relative thereto is contained within the boundary lines which begin at a point on the West line of the said Northwest 1/4 which bears North 873.40 feet from the West 1/4 comer of said Section 19, and run thence North 445.00 feet along said West line; thence East 535.00 feet along the centerline of Stuart Street; thence South 30.47 feet; thence West 30.00 feet; thence South 139.53 feet; thence along the arc of a 180.30 foot radius curve to the right a distance of 97.55 feet, the long chord of which bears S 15° 30' W 96.37 feet; thence South 31 ° 00' W 308.00 feet; thence N 59° 00' W 158.96 feet; thence West 184.36 feet to the point of beginning, containing 5.0000 acres, more or less, and being subject to rights of way for Lemay Avenue over the Westerly 50.00 feet thereof and for Stuart Street over the Northerly 40.00 feet thereof. Owners Dunamis III LLLP 9132 W. Bowles Avenue A Littleton, CO 80123 Statement of Planning Objectives This project is consistent with the Land Use Code and City Plan. The lot is within the Low Density Residential District (RL.) zoning. Public and private schools for elementary, intermediate and high school education is a permitted use subject to review by the Planning and Zoning Board. Ridgeview Classical School is a charter school for kindergarten through 12m grade. The total allowed enrollment is 750 students. Current enrollment is 585 students. This addition is not intended for increasing allowed enrollment but for providing adequate physical facilities for current students. Classrooms presently are being used for two separate classes or functions. Orchestra, band and music practice rooms and karate are current functions occurring in the existing building but need to be more isolated for sound purposes. These are to be located in this proposed addition. The current playground will be located to the north of the proposed addition. This will help screen and provide more of a sound buffer to the residential neighbors to the east. The building exterior will be brick and EFIS to match the existing materials and colors. Bicycle parking is provided. A new sidewalk is proposed to connect to Stuart Street. The nearest fire station is located one mile west at Spring Creek and College Avenue.
