1. Parking spaces located with the front of the space overhanging a landscaping area
or sidewalk of at least six (6) feet in width shall not be less than seventeen (17) feet
in length subject to the provision of a wheel barrier attached to the parking lot surface
and where such overhang does not negatively impact adjacent landscaping and in no
event shall the area of overhang be less than four (4) feet.
2. All other parking spaces shall be provided in accordance with this Section and the
table entitled "Standard Spaces" in Section 18.42.080.C.
C. Minimum off-street parking space dimensions for compact size parking spaces shall
comply with the following table and as illustrated in the figures in Appendix F:

NOTES
1. Parking stalls for a design vehicle ft 4 in. wide and 16
9 in. long should have a stripe projection of 16 ft 3 in. at
parallel stall length of 20 ft 9 in.
2. Small -car -only stalls (7 ft 5 in. wide by 15 ft long) shou
only be used at constrained locations or in remnants
spare: The number of these stalls should not excee
105a of total parking capacity at a site.
3. Angles between 76 and 89° are not recommended f
one-way design because these angles permit drivers
smaller cars to back out and exit the wrong way.
4. Angled parking is not recommended for use with tw
way aisles as drivers often attempt to make a U-turn in
stalls on the other side of the aisle.
5. Add 1 ft to the module for surface parking bays witho
curbs or other parking guides (frequent poles or colum
or Walls) in areas with frequent heavy snowfall.
6. To maintain the same level of service (LOS), reduce I
module (M) by 3 in -for each additional inch in stall wic
(SW) while maintaining minimum aisle width (see fog
notes 2 and 3 to accompanying chart). For example,
8 ft 9 in. @ 900 on 61-ft module = LOS A
9 ft 0 in. @ 90° on 60-ft 3-in. module = LOS A
7. Columns and light poles may protrude into a parking mr
ule a combined maximum of 2 ft as long as they do r
affect more than 25% of the stalls in that bay. For axe
ple, a 2-ft encroachment by a column on one side of t
aisle or 1 ft each from columns on both sides is permis
ble.

(2) Compact Vehicle Spaces.in Long-term Parking Lots. Those areas
of a parking lot that are approved as long-term parking have the
option to include compact parking stalls. Such approved long-
term parking areas may have up to forty (40) percent. compact car
stalls using the compact vehicle dimensions set forth in Table B.

RE: Parking lot dimensions for Long View Marketplace
As you'are aware our office recently received a comment from Peter Barnes regarding
parking aisle dimensions for Long View Marketplace. The dimensions used for the
parking layout are those requested by KingSoopers. The module width for KingSoopers
is 18' for the stall, with a 22' aisle of which 14' is for the one-way traffic, leaving 4' on
either side for people to push their carts. Bill Bates of their office has assured me that
they have tested it in more than one hundred locations and find that it works well for their
customers.
It does not meet the City of Fort Collins standard as depicted in Table A and Figure 4 in
Article 3 of the Land Use Code. What I am uncomfortable with is seeking a
Modification to a standard that I believe is in error.
Table and Figure 4 would indicate that the bay or module width for 90 degree
perpendicular parking is 62 feet and that the module required for one-way 60 degree
parking is 66 feet. My question is how can diagonal parking, which is easier to
maneuver in and out of, require more space than perpendicular parking? I have attached
examples of other standards for parking modules that would indicate parking lots
function with dimensions much smaller than those we are proposing at Long View.

Peter Barnes has indicated that my Client needs to request a Modification. If we must,
we will, however, in this case I would prefer that staff recognize that the Table and
Figure in the LUC needs some revision and not require Modifications until the Table and
Figure can be revised to be more consistent with how parking lots are being designed.
I appreciate City staff taking the time to investigate this further.
