Please schedule a pre -submittal code review meeting as noted. A pre -submittal code review meeting has been accomplished. Water Conservation The landscape plan shall contain a general note calling for the review and approval by the City of Fort Collins of any required landscape irrigation system, prior to the issuance of a Building Permit. The landscape plan shall include the total area (in square feet) for each landscape category. Landscape categories are distinguished by their water requirements and intended maintenance level. Examples of possible categories include, but are not limited to, high water turfgrass, low water turfgrass, low water planting beds, moderate water planting beds, and non -plant areas (paved areas, etc.). Added to notes and drawings. The irrigation system will be a designlbuild approach for this project and therefore, the final irrigation design will be provided by the irrigation contractor. A copy of the irrigation plan will be submitted for review when made available by the contractor. Technical Services The boundary on the plat closes good; area good; area = total area of Tracts A, B, C. No Problem. The legal does not describe the overall boundary only the Tracts A, B, C. No Problem. Per Lindsey Kuntz City of Fort Collins Real Estates Services requests, that portion of Tract B is NOT A PART of this subdivision. Park Planning — Craig Forman We would like to work on a sidewalk connection from the trail to Drake. Potential to adjust the Spring Creek Trail further from Spring Creek and a trail resting site. It is anticipated the trail connection will occur across Lot 1. PFA has met with Craig Forman regarding this and come to an agreement that, once the city has ascertained a preferred alignment for the connection, PFA will provide an easement for the trail connection and the City of Fort Collins will install the trail connection improvements. Please see attached letter from PFA to Craig Forman. Tim Buchanan These notes should be added to the landscape plan: • The soil in all landscape areas, including parkways and medians, shall be thoroughly loosened to a depth of not less than eight (8) inches and soil amendment shall be thoroughly incorporated into the soil of all landscape areas to a depth of at least six (6) inches by tilling; disking or other suitable method, at a rate of at least three (3) cubic yards of soil amendment per one thousand (1,000) square feet of landscape area. • Landscaping in the median and parkway will be fully restored. The irrigation main shall be extended under the new cut. Irrigation heads and laterals will be repaired. Disturbed surface areas in the median will be re - mulched, and those in the parkway will be fine graded and sodded. Median and parkway landscaping will be coordinated with the Parks Department (221-6660). • Change landscape note number 5 to read as follows" Contractor shall install chipper mulch to a minimum depth of..... (the rest of statement 5 is o.k.) Add this sentence at the end of 5. "Chipper mulch shall be provided at no cost by the City of Fort Collins Forestry Division 413 S. Bryan." The indicated revisions have been added to the landscaped plans. This note has been added to the plat. 3. The potential location of the Spring Creek Trail connection needs to be coordinated with Craig Foreman of the Parks Planning Department. It is anticipated the trail connection will occur across Lot 1. Please see attached letter from PFA to Craig Forman. Comments from Historic Preservation: 1. The existing buildings are not registered as historic on the local, state or federal level. If they are to be demolished, the buildings need to be documented prior to demolition. For further information, please contact Karen McWilliams, Advance Planning, 221-6376. The existing buildings on Lot 1 will not be addressed as part of the fire station development. Other Comments Assessor — Steve Miller I have reviewed the above mentioned preliminary plat. In the narrative description of TRACT B, under the statement of ownership and subdivision, the legal is missing two dimension calls. From the line table, line 18 and line 19 are missing from the narrative. Per Lindsey Kuntz City of Fort Collins Real Estates Services requests, that portion of Tract B is NOT A PART of this subdivision. Therefore those dimensions have been removed from the property description. I would also recommend re -considering and reviewing the two tree, shrub planting areas. Seems to be over done and in a couple of years will just look overgrown and maintenance will be an issue. Detailed planting plan enlargements have been included in this submittal for ease of review. Planting bed mentioned above has been reworked. Comments from Current Planning: 1. Be sure to indicate the buffer line on the plat, and include a plat note as to what uses are allowed inside the buffer area. The environmental buffer is indicated on the enclosed plan and noted as to allowed uses. 2. Please add the following note to the plat: "Private Conditions, Covenants, and Restrictions (CC&R's), or any other private restrictive covenant imposed on landowners within the development, may not be created or enforced which has the effect of prohibiting or limiting the installation of xeriscape landscaping, solar/photo-voltaic collectors (if mounted flush upon any established roof line), clothes lines (if located in backyards), odor -controlled compost bins, or which has the effect of requiring that a portion of any individual lot be planted in turf grass." When there is only one HC space, it needs to be Van -accessible which is 16' wide with a sign at the front of the space noting HC and Van Accessible. The handicap parking stall has been revised on the enclosed plans and handicap signage indicated. The width of the stall is eight feet with an adjacent, eight foot loading zone. If any signage is proposed to be on the building, please show signage locations - not actual signage, just the locations. No building mounted signage is scheduled. Number: 37 Created: 11/14/2008 [11/14/08] A floodplain use permit is required for the construction activities within the floodplain. A no -rise certification is required after construction and before the CO for the building is released. The Floodplain Use Permit and No -Rise Certification form are included with the redlines. The floodplain use permit is required for work to be completed within the established floodplain. This includes landscaping, detention pond and the sanitary sewer connection. The no -rise certification would be provided at the completion of construction but only if work is to be performed in the floodway, which is not proposed with this project. Number:38 . Please provide a swale or other conveyance element near the property boundary to keep all of these flows from entering the property to the east.. , Revisions have been made to the grading plan to control and convey storm water flows along the east property line. Number: 35 Created: 11/14/2008 [11/14/08] The outfall for the detention pond needs to be coordinated between all parties involved to make sure the effects on Spring Creek are mitigated. This can be done at final compliance. Revisions have been made to the detention pond outfall pursuant to conversations with City Stormwater and Natural Resources. The pond outfall will be a shallow and broad swale to direct runoff toward Spring Creek with minimal impact to natural vegetation.. Number: 31 Created: 11/12/2008 How will the public access the community room? Standards would require construction of a left turn lane on Drake for an access point open to the public. Even without public access a left turn lane would be desirable for safety during left turn ingress by emergency vehicles. A left hand turn lane at westbound Drake has been approved by the City Traffic Engineer. Please see enclosed plans. A sidewalk connection has been added to connect pedestrians from the public walk at Drake to the main entrance. If a fue traffic signal is planned, it is suggested that the developer coordinate clearance requirements with Tom McCormick at PRPA (226-4000). Based upon further discussions with the Traffic Operations, it is anticipated a signal will not be provided at the median cut. Radier, advanced warning signs will be installed at the eastbound and westbound lanes of Drake Road. Topic: Landscape Number: 4 Created: 10/28/2008 [10/28/08] New trees must be a minimum of 40 feet from streetlights (15 ft. if the tree is an ornamental type). It appears that the existing landscape plan does not meet this requirement. The tree spacing has been changed to meet this requirement. Please see revised landscape plans.
