Collins, CO 80522-0580 Dear Mr. Fuchs: Thank you for the Aug. 2 letter regarding the Gillespie Farm development. Unfortunately, I was not able to attend the meeting. I have reviewed the letter of Mr. Joe Bleicher, and 1 joined him as a cosigner of his letter. Now, I want to add a few comments that address broader concerns regarding Ft. Collins in the Country Club Area. It seems to me that the City reviews and approves developments in the area one - by -one without any concern for their cumulative impacts or their off -site impacts. Furthermore, I have never seen any response by the City to comments on such impacts. The City's presence in this area began with the brewery, the associated 1-25 intersection, and the flagpole annexation that accompanied those actions. Those residents closest and most impacted had no vote. It put Country Club Rd. in the role as Mulberry, Prospect, etc. even though it was a residential area. The same situation resulted when the Walmart development was voted on and approved. Traffic on Country Club has quadrupled, and now accommodates over 4,000 vehicles per day. Between 1998 and 2000 the traffic rate double he County compounded traffic problems by rerouting the road to accommodate the developer of Country Club Cove. The resulting intersection at the Country Club is an obstacle to a high rate of traffic. It also greatly increased traffic noise and exhaust fumes because of the constant acceleration and deceleration between CR 11 and the entrance to the Country Club. Poudre School District now plans to build a new high school in the immediate area, and it will add greatly to existing traffic problems The City continues to approve development plans that can only funnel more traffic down Country Club Rd. --the only east/west street north of Vine. No off -site investments have been made to accommodate the resulting traffic. Where are the southern extension of CR 11, the bypass, and the"new" road running between Lemay and Timberline? The City has targeted the Northeast for future development. I am not opposed to such development provided the City makes the required investments in infrastructure or requires developers to do so. Without adequate infrastructure, the area is headed for chaos. Finally, I have been interested in the current public discussion on costs of development. I believe that the costs are clearly not being recovered. How else would you explain the long line of taxing entities lined up for each election.
