Re: Gillespie Farm Overall Development Plan — Traffic Impact Study
Last Friday at the Planning and Zoning Board work session, we learned that the Board
had not received the Transportation Impact Study (TIS) that had been prepared for the
Gillespie Farm Overall Development Plan (ODP). The TIS had been submitted in
August along with all other required documentation.
We assume that City Staff has since made the TIS available for your review. The
number of dwelling units projected in the TIS is 720 single family and 72 multi -family
units, for a total of 792. These numbers represent our best guess at how many dwelling
units are likely to be developed on the site. The ODP document reflects the range of
dwelling units and densities that would be allowed in the Low Density Mixed -Use
Neighborhood District (LMN). Please be aware that the City's Land Use Code requires
that the TIS be updated with each Project Development Plan (PDP) submitted. If more
than 792 dwelling units are proposed, an updated TIS must demonstrate that all adopted
Level of Service (LOS) standards would be achieved for all modes of transportation.
We believe the ODP conforms to the Master Street Plan and meets the street
pattern/connectivity standards. Subsequent TIS updates submitted with each Project
Development Plan will demonstrate that Transportation Level of Service Requirements
are met as well. Ruth Rollins, our traffic engineer, will be available Thursday night to
answer any questions you may have regarding the TIS.
