As a reminder, there is no public hearing held for final plans. They are reviewed, approved and signed by
the City Engineer and the Director of CDNS.
The neighborhood remains very concerned about the various issues that could arise with water - groundwater,
run-off from the acres of impervious surfaces, and the adequacy of the single box culvert that was expected during
initial review to be able to handle all runoff and underdrain drainage from the entire site. The adequacy of the
drainage is if extreme concern, and residents are trusting the City to ensure that lives and property are protected.
I respectfully request that the final engineering evaluation be thorough and not rushed - our homes and families
depend upon it.
We also trust that you will make sure that all other requirements of Article 3 are met as you go through the more
detailed analysis in the final review process.
City staff will be ensuring that The Grove at Fort Collins — Final Plans comply with applicable
requirements set forth in Article 3 of the Land Use Code. As stated in Section 2.5.2 Final Plan Review
Procedures, Subsection 2.5.2(H):
A final plan shall comply with the General Development Standards applicable to the development
proposal (Article 3) and the applicable District Standards (Article 4); and a fmal plan shall be consistent
with the project development plan.
Also, can you provide copies of the ODP with the notes as modified and then approved by P&Z before they are
officially approved?
Yes, when submitted staff can provide you, for you review, with a copy or copies of the ODP as
approved by the Planning & Zoning Board and City Council, with the appropriate changes.

Steve,
As you receive submittals for the Final Plans for 'The Grove" and other items related to the PDP and ODP, could
you let me know? I can come to your office to get them on a flash drive, as I assume file sizes will be too large to
email.
When The Grove at Fort Collins — Final Plans and the Amended CSURF Centre for Advanced
Technology ODP are submitted for review they can be made available to you, in whatever form is easiest
and efficient. At this time no submittals have been made.
Can you explain the review process for Final Plans? I assume it will take somewhat longer than usual now the the
Applicant has committed to using gas for heat (which will entail revisions of the utility plans). How long do you
expect that process to take? We do trust that you will make sure all LUC provisions are met during the Final
Review process, but would like to follow that process nonetheless.
When submitted, The Grove at Fort Collins - Final Plans go through an initial 4-week round of review by
City staff and affected outside reviewing agencies. The Final Plans will then be discussed at a scheduled
staff review meeting on Wednesday morning following the review period. At that time it will be
determined if the plans are sufficiently complete to enable the applicant to submit the mylars
(reproducible originals) for final approval, signatures and recording. If subsequent rounds of review are
necessary they would each be 3 weeks in length, resulting in a Wednesday morning staff review meeting.
It is anticipated (but not certain) that this final plan review would take more than one round of review.
The intent and purpose of final plan review is to take the time necessary to ensure that all applicable Land
Use Code provisions are being met before final approval is given. These are the construction plans that
the project would be built from.
