Modification of Standard Request will need to be submitted with your formal
development proposal. Please see Section 2.8.2 of the LUC for more information on
criteria to apply for a Modification of Standard.
No modifications of standards are necessary.
11. Please see the Submittal Requirements and Checklist at:
h!W://www.fcgov.com/develoomentreview/al)vlications.php.
In accordance with LUC 2.2.3(C)(2), some submittal requirements have been waived.
12. The request will be subject to the Development Review Fee Schedule that is available in
the Community Development and Neighborhood Services office. The fees are due at the
time of submittal of the required documents for the appropriate development review
process by City staff and affected outside reviewing agencies. Also, the required
Transportation Development Review Fee must be paid at time of submittal.
Acknowledged.
13. When you are ready to submit your formal plans, please make an appointment with

7. An Amended ODP, when submitted, will be evaluated by staff against Section 2.1.3(B),
Section 2.2.1 l(B) and Division 2.3 of the LUC before any public hearing could be
scheduled for a decision on the ODP.
Acknowledged.
8. The Amended ODP, when submitted, will be subject to applicable criteria in Division 2.2
Common Development Review Procedures for Development Applications of the LUC.
Acknowledged.
9. An application for an Amended ODP must include the documents identified on the ODP
Submittal Checklist and satisfy the ODP Submittal Requirements. Both of these
documents can be found at www.fcgov.com/develomentreview/gpr)lications.p
on the City's website.
In accordance with LUC 2.2.3(Cx2), some submittal requirements have been waived.
10. On the proposed Amended CSURF Centre for Advanced Technology ODP (dated
12/28/10) there appears to be a line along the north side of the Larimer No. 2 Canal that
looks like the ODP Boundary. What is meant by this? The ODP of record does not show
this line. Parcels A & B, south of the canal/irrigation ditch, are included in the ODP of
record.
That line was added by mistake. It has since been removed.
7. The proposed development project is subject to a Type 2 (Planning and Zoning Board)
review and public hearing. The applicant for this development request is required to hold
a neighborhood information meeting prior to formal submittal of the proposal.
Neighborhood meetings offer an informal way to get feedback from your surrounding
neighbors and discover any potential hiccups prior to the formal hearing. Please contact
me, at 221-6750, to assist you in setting a date, time, and location. I and possibly other
City staff, would be present to facilitate the meeting.
The neighborhood meeting was held Janua ry 18, 2011.
8. Please see the Development Review Guide at www.fcgov.com/drg. This online guide
features a color coded flowchart with comprehensive, easy to read information on each
step in the process. This guide includes links to just about every resource you need
during development review.

9. This development proposal will be subject to all applicable standards of the Fort Collins
Land Use Code (LUC), including Article 3 General Development Standards. The entire
LUC is available for your review on the web at

5. As set forth in Section 2.2.1(A)(2) of the Land Use Code, a conceptual review is
mandatory for all Overall Development Plans; and, conceptual review must occur at least
one day prior to submittal of an application for an ODP to the City for review. In this
case the conceptual review is being held on January 10, 2011 and no submittal date and
time has been scheduled.
Acknowledged.
6. As set forth in Sections 2.2.2(B)&(D) of the LUC, a neighborhood meeting shall be
required on any development proposal that is subject to Planning & Zoning Board
review; and, if a neighborhood meeting is required, the meeting shall be held prior to
submittal of a development application to the City for approval of an ODP. In this case
the neighborhood meeting is scheduled for January 18, 2011 and the City will not accept
an application for an ODP review until after that date.

[10/28/09] Applicant question #6: The buffer zone standards are part of Section 3.4.1 (E) of the
Land Use Code. Mitigation will not be discussed until an Ecological Characterization Study
(ECS) has been completed. Mitigation also takes a look at the best effort to site planning and
avoidance of impacts to protected features and habitats.
Acknowledged. This comment pertains to the PDP. An udated ESC will be provided with the
PDP.
Number: 47 Created: 10/28/2009
[10/28/09] Any discussion on buffers will be held after the ECS has been prepared and
reviewed by the Environmental Planner- Dana Leavitt. Factors considered in establishing
buffers are the function of a feature, its value as habitat, recommendations for mitigation and a
plan that has been prepared that preserves the maximum extent of buffer zones and related
natural features and habitat.

[10/28/09] A design charrette is highly recommended to bring all of the concerned departments
and design professionals at once to resolve individual department concerns, identify
opportunities and constraints and develop solutions that are acceptable to the City and the
applicant.
Several design meetings have been held to identify opportunities and constraints and
development solutions that are acceptable to the City and the applicant.
Number: 49 Created: 10/28/2009
[10/28/09] Each project is evaluated upon its own circumstances and merits. Any previous
proposal that would impact natural features or habitat is not germane to this project. That is one
of the reasons that a charrette is important to the success of this project.
Acknowledged.

[10/28/091 Initial concerns relate to the fact that the development plans have encroached over
90% into the buffer zone for the wetlands. Secondly, the am ount of parking as shown, ends up
bringing the development footprint within the buffer zone for the wetlands. What is the minimum
number of spaces needed? Reduction in parking may bring the footprint outside of the buffer
zone.
This comment is in response to the initial conceptual plan for the PDP. This letter is addressing
comments directed at the ODP.

[10/28/091 As you have noted the Army Corps of Engineers 9ACEOwill be a party to any
development that occurs to the wetlands. The decisions reached by the ACE are not the final
say in mitigation to the wetlands. City requirements area separate issue.

(10/29/09] The design engineer did use the information from the drainage study entitled
"Hydraulic Analysis of the Horticulture Center Outfall Channel" by Anderson Consulting
Engineers, Inc., dated September 4, 2002. A model was run that showed the increased volume
of runoff would cause a rise in the downstream pond; therefore, onsite detention is needed.
There is 0.1 ac.-ft. of storage proposed which seems small but when modeled may be enough
to show no rise in the downstream pond. The modeling should be submitted for review as soon
as possible since a larger detention area may affect the site layout. The engineer does not
need to wait for the formal submittal to have the information reviewed. The culvert under
Rolland Moore Drive was sized for the 100 year runoff from the proposed site. The design
engineer should verify that the culvert has the required capacity and document it in the drainage
report.
This comment does not apply to the ODP. Please seethe Overall Drainage Report letter for
