Just to reiterate, Section 3.2.4(D)(3) states that "Light sources shall be concealed and full shielded and shall feature sharp cut-off capability so as to minimize up -light, spill -light, glare and unnecessary diffusion on adjacent property". Also, Section 3.2.4(D)(7) states that "Maximum on -site lighting levels shall not exceed ten (10) foot-candles, except for loading and unloading platforms where the maximum lighting level shall be twenty (20) foot-candles". Topic: Site Plan Number: 37 Created: 6/30/2006 [6/30/061 The Site Plan must identify all proposed uses in the buildings. The "Drive -Up Building Area" must be identified as Drive-Thru Coffee, as shown on the Landscape Plan. The Site Plan must also identify the larger building as containing a restaurant (if truly intended), as shown on the Landscape Plan. Number: 42 Created: 6/30/2006 [6/30/06] There will be awkward vehicular movement and crossover between the 2 drive-thru lanes for the coffee shop. At the west end of the building there is also the possibility that a car or cars stopped to read the menu board could block cars wanting to exit the lane on the north side of the building. Number: 43 Created: 6/30/2006 [6/30/06] Based on the Site Plan layout, service access to the businesses, especially in the larger Office/Retail/Restaurant building, could be difficult. Number: 44 Created: 6/30/2006 [6/30/06] Is the crosswalk from the small, drive -up building to the larger building going to be an enhanced pedestrian crossing, or could it be? It is in an awkward location relative to the potential vehicular movement and crossovers. Department: Engineering Issue Contact: Randy Maizland Topic: Cover Sheet Number: 5 Created: 6/28/2006 [6/28/06] Provide month and year under title, correct spelling/grammar in title. Label Vicinity Map, Vicinity Map should be at a larger scale to show location with respect to larger City arterial streets adjacent. Number: 6 Created: 6/28/2006 [6/28/06] Bench mark data and basis of bearings shall be shown on the cover sheet. Page 3 Number: 40 Created: 6/30/2006 [6/30/06] There is overlapping information on some of the plans that make some notes and labels difficult to read or totally illegible. Number: 41 Created: 6/30/2006 (6/30/06] The proposed amount of parking for this development plan (a convenience shopping center) is 39 spaces, which is within the allowable 5 spaces per 1,000 square feet of total leasable floor area, being somewhere between 11,825 square feet & 12,144 square feet (depending on reconciling the square footages on the Site & Landscape Plans). Number: 45 Created: 6/30/2006 [6/30/06] There should be a detail of the trash enclosure on the plans, possibly on the Site Plan or Building Elevations Plan. Number: 46 Created: 6/30/2006 [6/30/06] The existing 8v proposed utilities should be on the Landscape Plan but do not have to be and could be eliminated from the Site Plan, which would "clean it up" a bit. Topic: General Notes Number: 36 Created: 6/30/2006 [6/30/061 The General Notes as shown on Sheet 1 of 2 of the Landscape Plan must be on the Site Plan. Topic: Landscape Plan Number: 48 Created: 6/30/2006 [6/30/06] There are several discrepancies between the Landscape Plan and the Site Plan. Number: 50 Created: 7/3/2006 [7/3/06] There are several areas on the Landscape Plan that need additional shrub plantings to satisfy the requirement to screen parking & vehicular use areas, per Section 3.2.1(E)(4) of the Land Use Code. Please see the red -lined plan. Number: 52 Created: 7/3/2006 [7/3/06] Two more Linden trees are needed as street trees along both JFK Parkway and Boardwalk Drive. Please see red -lined Landscape Plan for locations. Topic: Lighting Plan Number: 51 Created: 7/3/2006 [7/3/06] There are a couple of spots on the Lighting/Photometric Plan that are right on or just over the allowable level of 10 foot-candles. Zdenek 631 West Mulberry Street Fort Collins, CO. 80521 Staff has reviewed your submittal for FOX POINTE PLAZA, PDP - TYPE 2, and we offer the following comments: ISSUES: Department: Current Planning Issue Contact: Steve Olt Topic: Building Elevations Number: 47 Created: 6/30/2006 [6/30/061 The drive-thru coffee building is very nice looking. However, the elevations are quite small and some of the information is very difficult to read. Could these elevations be enlarged somewhat? What do the numbers in the squares refer to on all 4 elevations? There is no legend on the Building Elevations Plan. Number: 49 Created: 6/30/2006 [6/30/06] The larger, 2-story Office/Retail/Restaurant (maybe) building is very nice looking. However, the west elevation does not appear to satisfy the standard set forth in Section 3.5.3(C)(1) of the Land Use Code. This section states that the horizontal mass shall not exceed a height -width ratio of 1:3 without substantial variation in massing that includes a change in height and a projecting or recessed element. This elevation is 120' long and is 28.5' high, for a ratio of approximately 1:4. Therefore, there should be some element of height change on this elevation. Topic: General Comments Number: 38 Created: 6/30/2006 [6/30/06] The proposed building sizes are inconsistent between the Site Plan and the Landscape Plan. The Site Plan shows the small building to be 325 square feet and the Landscape Plan shows the same building to be 400 square feet. The Site Plan shows the larger building to be 11,744 square feet and the Landscape Plan shows the same building to be 11,500 square feet. Please reconcile this discrepancy. Number: 39 Created: 6/30/2006 [6/30/06] It is very difficult to follow the existing and proposed sidewalk locations on both the Site and Landscape Plans.
