SUBJECT: The Grove at Fort Collins — Prospect/Centre intersection reevaluation

Ward Stanford, Fort Collins Traffic Operations Engineer, requested a
reevaluation of the Prospect/Centre intersection with a change in the signal phasing and
cycle length. The phasing change was elimination of protected northbound and
southbound left -turn phases. These movements were run as permissive. The cycle
length was changed to 110 seconds in the morning peak hour and 120 seconds in the
afternoon peak hour. The cycle lengths at this intersection are governed by the cycle
lengths at the College/Prospect and Shields/Prospect intersections.
Tables 1-5 show the operation of this intersection with the recent traffic counts,
short range (2014) background traffic, long range (2030) background traffic, short range
(2014) total traffic, and long range (2030) total traffic, respectively. Calculation forms
are provided in Appendix A. In all cases, this intersection is shown to operate
acceptably, overall and for each approach. In the long range (2030) future, both with
background and total traffic, the northbound left -turn movement will operate at level of
service F in the afternoon peak hour.
