There was a reduction of 74 vehicles and 177 vehicles in the respective peak hours. At the Prospect/Centre intersection, the approach volumes are higher on three of the four legs in the morning peak hour and less on all legs in the afternoon peak hour in 2010 compared to 2009. The sum of the approach volumes in 2009 are 2312 vehicles in the morning peak hour and 3045 vehicles in the afternoon peak hour. The sum of the approach volumes in 2010 are 2314 vehicles in the morning peak hour and 2909 vehicles in the afternoon peak hour. The morning peak hour volume was, virtually, the same (+6) and there was a reduction of 136 vehicles in the afternoon peak hour. On the south leg of Centre Avenue, both the northbound and southbound traffic was lower in both peak hours in 2010 compared to 2009. The total 2009 volume on the south leg of the Centre Avenue was 968 vehicles in the morning peak hour and 1078 vehicles in the afternoon peak hour. The total 2010 volume on the south leg of Centre Avenue was 774 vehicles in the morning peak hour and 859 vehicles in the afternoon peak hour. This results in a reduction of 194 vehicles and 219 vehicles in the respective peak hours. From this, it is concluded that there is a corresponding reduction in traffic on Centre Avenue further to the south near Rolland Moore Drive and the other NRRC accesses on Centre Avenue, which are near the Grove at Fort Collins site. The cited TIS evaluated the impacts with both higher site generated traffic and higher background traffic. Given this information, it is respectfully requested that a new TIS not be required with the proposed change in the Grove at Fort Collins site plan. A transportation impact study (TIS) "The Grove at Fort Collins TIS," dated May 2010 was prepared and accepted by the City of Fort Collins. The cited TIS reflected a population of 624 persons (beds). Due to various planning issues, a new site plan was developed which addressed these issues. The proposed population is now 612 persons (beds). The reduction in the number of beds would have a corresponding reduction in the trip generation for The Grove at Fort Collins. It is not known whether the new plan would require a new TIS. One reason to require a new TIS is that the traffic counts in the cited TIS are more than one year old (Larimer County Urban Area Street Standards, Section 4.4.1.A). In order to aid in making that determination, Ward Stanford, Fort Collins Traffic Operations, requested a comparison of the traffic counts in the cited TIS and the most recent traffic counts at the same signalized intersections. The most recent counts were obtained by the City of Fort Collins at the prospect/Centre intersection (8/24/10) and the Shields/Rolland Moore intersection (3/3/10). Figure 1 shows the 2009 peak hour counts at the subject intersections. Figure 2 shows the 2010 peak hour counts at the subject intersections. A comparison of the approach volumes would give an indication of how much change in traffic has occurred between 2009 and 2010. The approach volumes at each intersection are also shown on Figure 1 and Figure 2. At the Shields/Rolland Moore intersection, the approach volumes on all legs were less in 2010 compared to 2009.
