I also attended the January 18th neighborhood meeting. As I recall from the meeting, and verified by Steve Olt's notes, you stated you "technically work" for CSURF. It seems to me that either you have a contract to represent CSURF at the ODP meeting (and answer all questions put to CSURF) or you do not. You may wonder why I am asking this question. Currently I am studying the Development Process and am interested in the legal ramifications of an applicant not being present at meetings whether it is neighborhood, P&Z, or other. At your earliest convenience please let me know if you have a contract with CSURF, and at your convenience I will be happy to come to your office and read the document. > Sincerely, > Richard Thomas 1/25/2011 ,. . Page 2 of 3 ro City staff did respond to, address and answer questions and concerns concisely at the neighborhood meetings. Mr. Thomas was present at both meetings and heard staffs responses and answers. There are some "answers" that are not yet completed in the DRAFT neighborhood meeting notes that have been provided and that is because I do the best I can at the meeting to capture all questions and answers but am not always able to write everything down due to the speed of the meeting. That is why I have provided the draft notes to City staff, the applicant & developer, and neighbors with the intent (and request) to get these gaps filled. Some answers have already been completed since the meetings. I think we'll need to have some conversations about the purpose of a neighborhood meeting. kc Karen Cumbo Director, Planning Development and Transportation City of Fort Collins 970-221-6287 From: Debra Unger On Behalf Of Darin Atteberry Sent: Tuesday, January 25, 2011 10:16 AM To: Karen Cumbo; Diane Jones Subject: FW: Amended CSURF ODP Karen/Diane, fyi ... I assure you it was an oversight. I was in a hurry to get an answer from Ms. Ripley. In addition, at the subject meeting there were questions about flooding and the city person responsible was not present to answer the neighborhood's questions. I was really upset that the neighborhoods are considered so inconsequential in the development process that some of the city staff don't attend the neighborhood meeting. Thanks for your time. If I was expected to be at that meeting it was not communicated to me at any time. It was not until this week (after Jan. 24th) that I was made aware a neighborhood meeting had taken place. Mr. Thomas' assertion is still incorrect, but I believe he feels like he did not receive a specific .level of customer service. Glen represented floodplain concerns as per our typical arrangements -- all Stormwater Utility comments go through him. The bottom line for The Grove remains that they are satisfying all applicable requirements of Chapter 10 of City Code (Floodplain Ordinance). I will gladly make myself or a designee available for these meetings on a regular basis, but I must be made aware of them in advance. If the standing arrangement must change, please allow me to seek approval through my supervisor. If Mr. Thomas would like to have a one-on- one meeting, please ask him to contact me and schedule an appointment. Brian Brian K.
