This proposed development plan was submitted to the City on December 8, 2010 to initiate the development review process. It has been through one round of development review and revised plans (based on City staff comments) will be submitted to the City's Development Review Center at some time in the future. Per your request, I have attached the "DRAFT" neighborhood meeting summary notes from the meeting on December 7th. I would very much appreciate it if you would take the time to review these notes and make any appropriate suggestions for additions and/or corrections that you see fit, as these notes were taken in haste as I tried to keep up with the rapid question & answer exchange at the meeting. Responding to me by e-mail will probably be the best way to forward your input, although I assure you that I will do what is necessary to ensure accurate summary notes that will be ultimately forwarded to the Planning & Zoning Board at a public hearing. Steve will address the third comment. The platted easements can be found on the City's web site at fcgov.com. Just click on "Public Records' at the top and then choose "CityDocs" on that screen, and then "Engineering" on the next screen. I borrowed a computer today to see how a person not on the City network can get the information, and this link is same path that I described above: htto://citydocs.fcgov.com/?dn=ENGINEERING&cmd=showdep If you are looking for the drainage easement along the south property line of Windtrail, the latest one I found was on the plat of Windtrail Town Homes Replat. There are others on the different plats but that is the latest. I have sent it and many more documents to Kevin Barrier who is on your HOA board. If you want a particular one and can't find it, please let me know and I can either help you find it or send it to you. Besides the easements shown on plats there can be easements dedicated by separate documents which is what I think you are referring to in your question about public record numbers. The normal way to find those is to have a Title Insurance Company research the County records and get you the information. The City doesn't have another way to find them and doesn't always have all of them. However you will find some of them on the site I mentioned above by clicking on "Easements", and the only way to make sure you get them all is through a Title Insurance Company, just as the developer and his engineers have done. I did contact Northern Engineering and they sent me an internal working document that has most of what I think you are looking for. It might save you from having to hire a Title Insurance Company. They did give me permission to send it to you even though it says, "NOT FOR PUBLIC RELEASE" on the bottom of it. Northern Engineering is being very open with everything and asked to make sure I told you it is only their working document and in no way can they guarantee everything is complete or accurate, the only way to get that is through a Title Company. If you are looking for assignment of maintenance responsibility; that is usually on the utility construction plans but is sometimes on the plat in general notes. Because of security concerns the City does not make Utility Plans available to the general public. Therefore if you want access to them you need to contact Jeff County in the Mapping Department and he can set you up with a password to access them.
