Just an interesting observation about Mr. Thomas's e-mail. December 18th was
a Saturday and I cannot recall any conceptual reviews ever being held on a
Saturday. To my knowledge the most recent ODP conceptual review was on
Monday, January loth. Also, conceptual reviews are for the applicant and
City staff to discuss a development proposal. The neighbors are there to
observe only and, therefore, do not ask questions.

Thank you very much for your response. It is clear and I• am sure I
understand. I also understand that you have a difficult job and I hope you
realize that it is equally or more difficult for the homeowners in the
vicinity of the ODP to keep up with all of the technicalities, changes,
variances, etc.
This is my line of reasoning: At the December 18th conceptual meeting CSURF
is/was the owner of the land. Campus Crest may have an option to lease the
land and at some point may become the lease holder while CSURF remains the
owner. It is my opinion that at the December 18th ODP meeting CSURF had to
be the ODP applicant. Therefore the applicant, CSURF, was not at the meeting
to answer our questions. This does concern me.

Yes, I am reasonably sure that he is referring to the January 18th neighborhood
meeting. It seems like having to be correct with information is a one-way street.

I am forwarding this email to you with my apologies for not including your
addresses in the original email. I assure you it was an oversight. I was in a hurry
to get an answer from Ms. Ripley. In addition, at the subject meeting there were
questions about flooding and the city person responsible was not present to answer
the neighborhood's questions. I was really upset that the neighborhoods are
considered so inconsequential in the development process that some of the city
staff don't attend the neighborhood meeting.
