Campus Crest Development, an experienced student housing developer, has
proposed a comprehensive plan to build The Grove at Fort Collins, a student housing
project, just west of Centre Avenwe. If approved, The Grove would provide housing for
612 students within walking and biking distance of the CSU campus.
Campus Crest Development launched an extensive public input process to gather
feedback from the Fort Collins community. After conversations and meetings with
community leaders, neighborhood representatives, designers and sustainability
experts, the Design Team, in collaboration with the Institute for the Built Environment,
has made a series of design improvements in response that make The Grove a better
fit for Fort -Collins.
This improved and sustainable design addresses a critical student housing need in Fort
Collins. Our community faces the problem of providing housing for a growing student
population, while at the same time maintaining attractive, secure, and stable
neighborhoods. The Grove project can be part of the solution.
Campus Crest believes that the public input process has resulted in a. project that is an
example of smart land use planning, environmental sensitivity and sustainable building
practices. We are excited about this project and what it means to Fort Collins.

This is an active application, thus subject to quasi-judicial/ex parte considerations.
You might want to run it by Paul Eckman or Steve Roy, but I'd say that it shouldn't go to
Council.

I think that these kind of letters would be part of the PZ packet, and therefore part of
the "record on appeal". Mr Dush, am I correct?

Sarah, since this pertains to an active application, I agree with Karen that it should
not be sent to the Council unless and until the Council changes the way we're supposed to
handle ex parte communications like this letter. Paul, do these go to the P & Z Board? I
assume we have a standard practice in that regard. Once we've determined that, I'd
suggest that someone let the author know how we're handling this.
