At the Prospect/Centre intersection, the approach volumes are higher on three of
the four legs in the morning peak hour and less on all legs in the afternoon peak hour in
2010 compared to 2009. The sum of the approach volumes in 2009 are 2312 vehicles in
the morning peak hour and 3045 vehicles in the afternoon peak hour. The sum of the
approach volumes in 2010 are 2318 vehicles in the morning peak hour and 2909 vehicles
in the afternoon peak hour. The morning peak hour volume was, virtually, the same (+6)
and there was a reduction of 136 vehicles in the afternoon peak hour.
In the morning peak hour at the Prospect/Centre intersection, the three approaches
that have higher traffic volumes are: southbound Centre Avenue, westbound Prospect
Road, and eastbound Prospect Road. On the north leg of Centre Avenue (southbound),
the difference is only 13 vehicles. This difference is negligible and will have no impact on
the operation of the Prospect/Centre intersection. On the east leg of Prospect Road
(westbound), the difference is 81 vehicles. The increases occurred for the through
movement and the right-tum movement. The left -turn movement actually decreased.
Using the 2009 counts, the westbound through/right-turn movement and left -turn
movement operated at level of service B, in the morning peak hour. Prospect Road
through traffic receives the highest component of green time at this signalized intersection.
Even with the increase in traffic in 2010, this leg would continue to operate at level of
service B. On the west leg of Prospect Road (eastbound), the difference is 94 vehicles.
The increases occurred for the left -turn movement and through movement. The right -turn
movement actually decreased. Using the 2009 counts, the eastbound through/right-turn
movement operated at level of service B and the left -turn movement operated at level of
service A, in the morning peak hour. Prospect Road through traffic receives the highest
component of green time at this intersection. The amount of green time for the eastbound
left -turn movement can be increased so that its level of service will be no worse than B
without significantly changing the level of service of the through/right-turn movement. It is
concluded that the operation of the Prospect/Centre intersection will not change
significantly even though the traffic increased on three of the four legs in the morning peak
hour.
On the south leg of Centre Avenue, both the northbound and southbound traffic was
lower in both peak hours in 2010 compared to 2009. The total 2009 volume on the south
leg of the Centre Avenue was 968 vehicles in the morning peak hour and 1078 vehicles in
the afternoon peak hour. The total 2010 volume on the south leg of Centre Avenue was
774 vehicles in the morning peak hour and 859 vehicles in the afternoon peak hour. This
results in a reduction of 194 vehicles and 219 vehicles in the respective peak hours. From
this, it is concluded that there is a corresponding reduction in traffic on Centre Avenue
further to the south near Rolland Moore Drive and the other NRRC accesses on Centre
Avenue, which are near the Grove at Fort Collins site.
The cited TIS evaluated the impacts with both higher site generated traffic and
higher background traffic. Given this information, it is respectfully requested that a new TIS
not be required with the proposed change in the Grove at Fort Collins site plan.

SUBJECT: The Grove at Fort Collins Transportation Impact Analysis - Traffic Count
Analyses

The Grove at Fort Collins is a proposed student housing development located within J, ou=
the Centre for Advanced Technology in Fort Collins. A transportation impact study (TIS)2 6 4-c PIA0
"The Grove at Fort Collins TIS,"dated May 2010 was pre aredaed accepted by the City of�
Fort Collins. The cited TIS reflected a population of 624 persons
Due to various planning issues, a new site p an was developed which addressed
these issues. The proposed population is now 612 persons (beds). The reduction in the
number of beds would have a corresponding reduction in.the trip generation for The Grove �, le.
at Fort Collins. It is not known whether the new plan would require a new TIS. One reason
to require a new TIS is that the traffic counts in the cited TIS are more than one year old
(Larimer County Urban Area Street Standards, Section 4.4.1.A). In order to aid in making � (o
that determination, Ward Stanford, Fort Collins Traffic Operations, requested a comparison
of the traffic counts in the cited TIS and the most recent traffic counts at the same
signalized intersections. The most recent counts were obtained by the City of Fort Collins
at the Prospect/Centre intersection (8/24/10) and the Shields/Rolland Moore intersection
(3/3/10).
Figure 1 shows the 2009 peak hour counts at the subject intersections. Figure 2
shows the 2010 peak hour counts at the subject intersections. A comparison of the
approach volumes would give an indication of how much change in traffic has occurred
between 2009 and 2010. The approach volumes at each intersection are also shown on
Figure 1 and Figure 2.
At the Shields/Rolland Moore intersection, the approach volumes on all legs were
less in 2010 compared to 2009. The sum of the approach volumes in 2009 are 2016
vehicles in the morning peak hour and 2961 vehicles in the afternoon peak hour. The sum
of the approach volumes in 2010 are 1943 vehicles in the morning peak hour and 2778
vehicles in the afternoon peak hour. There was a reduction of 73 vehicles and 183
vehicles in the respective peak hours.

The current submittal has fewer units and bedrooms than the previous
submittal from last Summer.
Did this PUP always have the same number of units/residents since it was
submitted in December 2010?
Yes, the current submittal has remained at 218 units and 612 bedrooms.
2) What previous study is being referred to?
The previous study I referred to with the greater number of proposed
units is the study dated May 2010. It was the study that reviewed the
development proposal based upon 224 units and 624 bedrooms (current
proposal is 218 units, 612 bedrooms). The May 2010 study was later
revised by a traffic study dated November 22, 2010 which provided the
first review of a revised site plan with fewer living units. Upon
reviewing the November 22, 2010 study I requested more depth of review
at the Prospect and Centre intersection. A revision to the November
traffic study dated December 2, 2010 was submitted to address my
request. That study again documents the revised site plan with the
reduced number of living units and bedrooms plus additional review of
the Prospect and Center intersection.
The two studies that have been accepted related to The Grove proposal
are the May 2010 traffic study and the December 2, 2010 traffic study.
It is these two studies that are the basis for my recent review comment.
For clarity let me insert addition language into my recent review
comment #102 that should make it more informative: "a revised traffic
study will not be required as this revised submittal (reviewed by the
December 2, 2010 traffic Memo) has fewer units/residents (than the
submittal reviewed in the May 2010 Traffic study), and the previous
study (May 2010) was acceptable with the higher number of
units/residents." The May 2010 study was revised by the December 2, 2010
study which documents the reduced living units and the reduced traffic
generation.
How can I get a copy of that study please?
Please find attached a PDF copy of the December 2, 2010 revised traffic
Memorandum.
I see no traffic study associated with the PDP revision. Perhaps I need
to look back at the original submission. if that's the case, I will ask
for help accessing that info as I'm sure it no longer exists on the
city's ftp site.
If you do not have a copy of the May 2010 full study contact me and I
can have a copy made for you.

My name is Heather Sticker. I am a Fort Collins citizen with some
questions about The Grove at Fort Collins PDP. I was reviewing a "Staff
Project Review" document handed out to attendees at last Wednesday's
review meeting and I have a traffic question about a particular note.
Topic: Traffic Impact Study, number 102. I have attached it for
clarity. The note says a revised traffic study will not be required as
this revised submittal has fewer units/residents and the previous study
was acceptable with the higher number of units/residents.
My questions:
1) Fewer units/residents than what?
