A while back I asked to be forwarded relevant new documents, and communication between staff and the grove /
ripley. Could you provide that please? Currently I'd specifically like to request:
1. The staff comments that were supposed to have come out on Friday.
2. The schematic drawings that Linda thought had been submitted with the revised PDP submittal, but no one at
the City seemed to have seen, and wasn't with the files that the City posted.
3. Your current position on the legitamacy of the current pdp and odp given Mr. Eckman's most recent legal
advice on the matter.

Have you had further communication with the Applicant regarding the turning ratios that did not meet LCUASS
standards that you mentioned at the review meeting last week? Which intersection does not meet the standard?

Steve Olt passed along to me your email message regarding street design variances to The Grove at Fort Collins.
Attached are electronic copies of the variance request submitted by Northern Engineering along with the City's
response letter.
Our evaluation of the most recent submittal has concluded that the present design from Northern
Engineering addresses concerns that were outlined in the 1/28/11 response letter from the City to
Northern Engineering. We still need additional informantion on items, such as the potential use of rain
gardens, but this would be required with a final plan submittal, should a final plan submittal occur for
the development proposal.
Let us know of any questions or concerns you might have.

Hi Sarah,
I had brought up as a potential concern at the time, the engineer's proposal to use "neckdowns" at the
public street intersections (Rolland Moore Drive/ Local Street, Rolland Moore Drive/Commercial Local
Street, Commercial Local Street/Local Street) and whether vehicle turning movements were adversely
impacted as a result. The "neckdowns" being where the street crossings for the pedestrians are reduced by
bring the curb and gutter "in" where parking does not occur at intersections. This is common throughout
Old Town with the diagonal parking, but has been done in other subdivisions with parallel parking, such as in
Rigden Farm, where the curb and gutter is brought "in" with no parking along the intersection. Below are

After bringing this up at the staff review meeting last week, City Transportation staff (Engineering,
Traffic Operations, Transportation Planning) met and discussed the usage of "neckdowns" here and
concluded that the vehicular turning movements would operate fine at these intersections and would be of
an equivalency to public street intersections that didn't have "neckdowns" incorporated. The "neckdowns"
provide the added benefit of the reduced crossing length and increased visibility for the pedestrian. As a
result, I've considered this resolved and it is not part of the final comments that went out related to this
most recent review.
