ECILMAV: Well, I think according to the 16 procedures which the Board apparently approved in 1997, 17 then there's an opportunity for public surrebuttal focused 18 only on the issues that were raised in the rebuttal. 19 MR. We'd like to talk a little bit about the it process we'll be following. 12 And first of all, the staff will be giving a 13 brief report on the project. And the applicant will have 14 30 minutes to give a presentation. And then if there's an is organized group, they would get 30 minutes as well. So I 16 guess I want to see if there's an organized group out 17 there that will take 30 minutes. Okay. is Not seeing any, what we would do then is proceed 19 to input from the public. And what we'll be doing tonight 20 is limiting that to 3 minutes per person. And there will 21 be a little light up there which is green until 30 seconds 22 left. And then it will turn yellow, and you have 30 23 seconds left to complete. And then it will turn red, and 24 you're done. 3) That citizens be given reasonable time for sub -rebuttal following the applicant's unrestricted opportunity for rebuttal of public comment. This procedure was established in 1997 and was followed at the same Planning and Zoning meeting of January 20, 2000. Reference can be found on page 92 of the printed minutes for that meeting. The purpose of this letter is to request the following: 1) That the ODP and the PDP be heard as individual agenda items, with separate opportunities for public input. 2) That in addition to the customary three minutes allotted per person for public comment, a 30-minute period be allocated for each of the above agenda items for an organized presentation of relevant material by a group of concerned citizens. These issues are complex and cannot be comprehensively conveyed in three -minute sound bites. Precedence for this procedure was established at the Planning and Zoning meeting of January 20, 2000 during consideration of another controversial development project. It can be found on page 8 of the printed minutes for that meeting. I will strongly recommend (even insist) that the Board hold separate hearings as they request in #1. As to #2, 1 would think I should answer that the length of time for organized groups is up to the Chair to decide. As to surrebuttal, I think the correct answer is that the LUC doesn't provide for it and that the Chair shouldn't allow it without the consent of the applicant... but I'm not too sure about that answer, and the answer I would like to give is that the Chair can allow for it merely upon their request... that it is up to the Chair. What do y'all think?
