First, I'm still concerned about issues raised in my husband's November 14, 2010 letter to the P&Z Board. I'm not sure from what I heard at the Conceptual Review Team on December 6, 2010 whether Rolland Moore will remain downgraded from a Collector to a Local Connector. But if that is the case I am deeply concerned about that. That conclusion would be based on assumptions by the City Traffic Engineers as the amount of traffic that would end up on Rolland Moore but that assumption falls way short of what the reality will be and I am dumbfounded as to why City Staff would do that. In my husbands letter he said, "According to Larimer County Urban Area Street Standards (LCUASS), a Local Connector is used when the traffic volume on the street is anticipated to be in the range of 1,000 to 2,500 vehicles per day. I am not a traffic engineer; however, I have been working with traffic engineers for over 30 years. The result of a traffic study is dependent on the assumptions that are made regarding where and how pile drive. I have lived in the Windtrail on Spring Creek neighborhood since 1998 and I have observed the usage of Rolland Moore Drive from the local residents. Once, Rolland Moore Drive is connected to Centre Avenue, there will be residents from the local neighborhood using Rolland Moore Drive to avoid the traffic on Shields. Furthermore, if two thirds of The Grove residents use Rolland Moore Drive to drive to and from CSU in the morning and again in the afternoon, this would generate over 1,664 vehicles trips per day. If you add in trips to work, groceries stores, shopping, dining, pizza deliveries and bar hopping, I expect The Grove alone will generate nearly 2,500 vehicle trips per day on Rolland Moore Drive. In my opinion, Rolland Moore Drive should be a Collector with 76 feet of Right of Way." I can tell you that I will use Rolland Moore Drive (RMD) to access Centre St. to get to Prospect and so will the whole of all the adjacent neighborhoods. In addition once city residents discover they can get their kids to soccer practice faster by using RMD to get to the park they will be driving that street on a regular basis. I do that with Raintree and so does thousands of other city residents. Fort Collins City Staff must make RMD safe for all who will use it. Finally, I want to reiterate my objections to this developer because of their reputation. The City of Fort Collins deserves better. CSU students deserve better and so does our neighborhoods that will surround this project. 12n12010
