Please allow this email to serve as CARE Housing's concern related to the Windtrail / Campus Crest project. Should Out Lot A of the Plat of the Grove be included in the planned development, we would ask that the ongoing responsibility for clearing the area for drainage be assigned at the time of the Project's approval. We recognize that the responsibility for clearing the area may be with the City of Fort Collins or the Developer. CARE Housing is concerned about sediment buildup in the Out Lot A drainage area and will need assurance that the area will be cleared on a regular basis to avoid flooding. We trust that you will bring CARE Housing's concern related to this matter to the attention of the appropriate Fort Collins planning and development departments. Please allow this email to serve as documentation of CARE Housing's concern related to the proposed Campus Crest development. During a meeting with our Senior Citizen residents, it was brought to my attention that the planned increased traffic on Rolland Moore Drive will serve as an impediment to their ability to access the Community Center in our Windtrail Housing Community. The ten (10) Senior units are located on the south side of Rolland Moore Drive; the Community Center is located on the north side of the Drive and is used on a daily basis by the Seniors. A handful of our Senior residents require canes and walkers to move about and are fearful of crossing the street. Additionally, CARE Housing with the help of PVHS / CANDO Cooperative will be installing a community garden on the south side of the Drive for use by all residents, especially our 60+ children that live on the north side of the Drive. We expect these people to be crossing the Drive more frequently to access the area. We respectfully ask that your department install a traffic calming walkway between the Community Center and the south side of the Drive. We ask that the walkway include signage, be raised slightly and be of a different color and texture than the asphalt in order to alert drivers to the presence of pedestrian crossing. We further respectfully ask that this walkway be installed prior to the commencement of any construction if the site will be accessed from the west by construction vehicles.
