I have a couple of questions: 1. During the last review process for the housing project proposed by Campus Crest, you provided the neighborhood with a single full set of drawings for the project. Could we get a set from you for the current PDP/ODP proposals? Full sets of The Grove at Fort Collins PDP revised plans and associated documentation submitted on April 6, 2011 were provided to the public via the City's FTP site for a period of 10 days following that submittal. The full package (plan and associated documentation) for the Amended CSURF Centre for Advanced Technology ODP submitted on March 30, 2011 were provided to the public via the City's FTP site for a period of 10 days following that submittal. Those are the latest set of plans and documents we have received to date. Both the ODP and the revised PDP were scheduled for the staff review meeting on April 20, 2011. Staff had stated at the review meeting held on Wednesday morning, April 20dh that both the ODP and PDP were ready to be scheduled for the required Planning & Zoning Board public hearing and were tentatively scheduled for the May 1 gth hearing date. However, in the interim the Applicant/Developer and City staff have agreed to schedule and hold a "follow-up" neighborhood meeting for the purpose of allowing the developer to present The Grove at Fort Collins PDP revised plans to the public in a City -facilitated neighborhood meeting setting. The neighborhood meeting will be held Monday night, May 23'd at Plymouth Congregational Church beginning at 7:30 p.m. As a result of the delay in the development review process associated with the new neighborhood meeting, the ODP and the PDP will be heard by the P&Z Board at their June 16t' public hearing. 2. Also, a number of issues were raised at the PDP staff review meeting with the Applicant that was held in late April. Can you please provide the Applicant's responses (and also any internal/external staff communication) regarding to the issues raised by staff (particularly Lindsay Ex and Marc Virata) that required followup? The staff review meeting you are referring to was on Wednesday morning, April 20a', where both the Amended CSURF Centre for Advanced Technology OOP and The Grove at Fort Collins PDP plan revisions were discussed by staff and the Developer's design team. The resulting staff comment letters (dated April 22, 2011) for the ODP and the PDP are attached to this e-mail. At this meeting it was determined that both items could be scheduled for the required Planning & Zoning Board public hearing and that another "formal" round of review, requiring revised plans to be submitted prior to the public hearing, was not necessary. Comment and concerns could be addressed with the Final Plan submittal for the PDP and with the submittal of the final mylar for the ODP. Some department representatives did 6/2/2011 Page 3 of 5 From: Lindsay Ex Sent: Wednesday, May 18, 2011 9:25 AM To: Steve Olt Subject: RE: Site Plans and Other Applicant Responses to Issues Raised by Staff Steve Olt and I met with Linda Ripley and Daman Holland on April 26th to discuss my comments regarding "The Grove at Fort Collins" POP submittal. Specific issues discussed were the plant materials proposed within the Natural Habitat Buffer Zone. During the 4/20 staff review meeting and in the associated comments, I was concerned with the following: Staff thanks the applicant for the clarification on overall acreage for the proposed Natural Habitat Buffer Zones, noting that an overall buffer area of 7.41 acres has been provided by the application of performance standards over the application of the buffer zone table metrics as outlined in Section 3.4.1(E). However, the justification for applying the performance standards over the metrics is outlined in Section 3.4.1(E)(1) and generally outlines that the project shall maintain, preserve or enhance the ecological integrity of the site. After viewing the Landscape Plans for the project, a disparity exists between the various Natural Habitat Buffer Zones on the site, e.g., the species proposed on the northeast area of the site are predominately native (see my additional comments below) but the species on the western boundary and along the southern boundary are not predominately native. These areas contrast with the planning objectives provided by the applicant which state, "The Landscape Plan is designed to buffer the project from surrounding land uses by placing a variety of native plant material along the northern edge of the project adjacent to the wetlands as well as along the south adjacent to the Larimer Canal No. 2, which is a designated wildlife corridor." During the 4/26 meeting, the applicant's consultant, Steve Olt, and I discussed ways that these areas would be augmented by native species and how native species should be employed wherever possible. Areas where we agreed that potential noise and visual screening issues should take precedence over the sole use of native species were along the northwestern portion of the site (including the parking area west and north of Building 1 and the parking area north of Building 7). Other issues that need to be clarified by the applicant's consultant is the labeling of plant species throughout the site and clarification of what "native shrubs and grasses" consists of, as labeled on the first sheet of the Landscape Plans. When the public hearing was originally scheduled for May 19th, City staff had requested that the updated plan sets be provided to the City no later than May 4th. Given that the public hearing is now being moved to June, the applicant will need to submit the undated Dian sets by June 1 n. Regarding the list of questions provided by the neighbors, yes, I do have answers to the questions posed to City staff. However, I have not received answers requested for questions directed to Campus Crest, the developer. Please see the attached document. 3. Has Campus Crest made a decision on what type of heating system they will use yet? I do not know what Campus Crest's final decision is on the heating source for the project. 4. When will the staff report be ready? Can you please forward it when it is completed? The staff reports for The Grove at Fort Collins PDP and the Amended CSURF Centre for Advanced Technology ODP will be ready for P&Z Board members to pick up tomorrow (Friday). You will be able to pick up copies of the staff reports tomorrow or later. Also, I would like to review the development review file for the Horticulture Center (The Gardens on Spring Creek). I stopped into the office yesterday morning, and Lori was unable to locate it then. Has it been found? I wanted to check in with you about the current status of the Campus Crest project. I understand that their submission deadline for revised plan sets and other materials was yesterday. 1. Have the materials requested by City staff been provided? If so, could you please forward them? Yes, the materials and information requested by City staff at the staff review meeting on April 20th have been provided and have been deemed to be sufficient. The information requested by Lindsay Ex is included on the revised PDP and ODP plans submitted yesterday (please see the attached plans). Regarding the information requested by Marc Virata, I'm not certain in what form he received it prior to going on vacation but he did tell me that the projects are able to go to the P&Z Board on June 16th. He will be back in his office next Monday, June 6th, and we can follow up with you then. 2.
