I have been to a meeting regarding the Grove development and am on Steve's mailing list. Here is an issue I am not seeing as part of the discussion. The Spring Creek trail and adjacent marsh are home to deer, a den of foxes, a kingfisher, flocks of goldfinches, Canada geese, mallards, and redwing blackbirds. Is the Natural Resources Advisory Board researching the possible affects that this increase in bike traffic, car noise, construction activity, etc. will have on this natural environment and the animals that are enjoyed by a large slice of the community from Timberline to the Foothills? Last night, two young deer bounded along ahead of me between Spring Creek Gardens and the trail, then crossed over into the space where The Grove will be. Also, I work near the university and it looks like there are plenty of apartments for rent year-round, plus new construction is going up? Who determines whether or not we are overbuilding? However, I can assure that the issues you highlight below have been extensively examined by staff, and you can see the most recent discussion in the attached staff report for this Thursday's hearing (see my comments beginning on page 8 when it refers to section 3.4.1 of the Land Use Code). In short, the ways we are addressing the natural resource -related issues on this site include the following: • Extensive protection of the site's wetlands, wildlife corridors, and habitats by protecting, in perpetuity, 7.41 acres referred to as the Natural Habitats Buffer Zone. • Customization of the northern portion of the site's fence to increase the ability of movement of the site's frequent wildlife users, e.g., foxes and deer. Specific notes are in the staff report. • Pre- and post -construction monitoring at the site to assess the existing and post -construction hydrology and vegetation of the wetlands, to ensure they continue to function as they do today or better than they do today. • A raptor survey will be required prior to construction to determine if any active nests are found, and, if they are found, according to Section 3.4.1(N)(5) of the Land Use Code, a buffer zone setback shall be maintained during the breeding, nesting, and nestling rearing period. I'm sorry I will be out of the office until Thursday, but I would be more than happy to discuss with you the numerous ways City staff have worked with the applicant to ensure the protection of wildlife species to the best of the site's abilities. Is there a good time we could talk on Thursday, if you would like? I have meetings from 8:30 — 11:00 am that day, but I can be flexible with my time the rest of the day.
