Box 580 Fort Collins, CO 80522-0580 970.221.6750 970.224.6134 - fax fcgov. com/developmentreview The purpose of this report is to satisfy the requirements of CRS 31-12-108.5 which indicates a municipality shall prepare an annexation impact report and file a copy of the report with the Board of County Commissioners governing the area proposed to the annexed. Attached to this report are the following: (a) A map showing the present and proposed boundaries of the City of Fort Collins in the vicinity of the above referenced annexation. The proposed boundaries of the City of Fort Collins are depicted by the Urban Growth Area Boundary as agreed to by the Larimer County Board of Commissioners and the Council of the City of Fort Collins and contained in the INTERGOVERNMENTAL AGREEMENT FOR THE FORT COLLINS URBAN GROWTH AREA (See Exhibit A). (b) A map showing present streets, major water trunk lines, sewer interceptors and outfalls, other utility lines and ditches, an the proposed extension of such streets in the vicinity of the above referenced annexation. (See, Fort Collins Urban Growth Area Master Street Plan for present and proposed extension of streets; Water Master Plan 1986 for present and proposed extension of water utility lines; Sewer Master Plan 1986 for present and proposed extension of sewer utility lines; and, Exhibit B for other utility lines and ditches). This is a voluntary annexation and zoning of an area approximately 18.035 acres located within the Growth Management Area. The property is located at the southeast corner of South Timberline Road and East Trilby Road. The minimum one sixth contiguity with the existing municipal boundary is gained along the northern boundary which is shared with East Trilby Road. The proposed zoning is U-E — Urban Estate Zone District which is in conformance with Fossil Creek Reservoir Area Plan and the Structure Plan. The annexation meets CRS 31-12-104 in that not less than one -sixth of the perimeter of the area to be annexed is contiguous with the City of Fort Collins. Attached to this transmittal letter are the following documents: 1. A.I.R. text and list of districts providing services; 2. Vicinity Map; 3. Exhibit A — map of the City of Fort Collins showing urban growth area boundary and city limits; 4. Exhibit B — map of ditches, canals, and waterways; 5. Map of Electrical Service Areas; 6. Map of the City of Fort Collins Water District Service Areas; 7. Map of Fort Collins Urban Growth Area Master Street Plan; 8. Map of Fort Collins Structure Plan; 9. Map of Fort Collins Zoning District 10. Map of Fort Collins Stormwater Basins and, 11. Annexation Plat. This annexation request went before the Fort Collins City Council on September 20, 20011 (initiating resolution) and is scheduled for November 1, 2011 (1st reading).
